Objectives

The primary objective of this tender is to procure professional decontamination, validation, and repair services for critical laboratory biosafety equipment at the Onderstepoort Veterinary Institute. The procurement ensures that all specified safety cabinets and workstations comply with national biosafety standards, safeguarding research personnel and maintaining operational integrity.

Scope of Work

The successful supplier will perform on-site validation and maintenance services for the following equipment at the institute’s Pretoria facility:

• Decontamination and validation of one Class II Biosafety Cabinet (Serial No: 17149).
• SANAS-compliant validation and repairs for one Class II Biosafety Cabinet (Serial No: 17080).
• SANAS validation for three Uni-Directional Flow Benches/Laminar Flow units (Serial Nos: 16971, PCR1809099, 09822).
• SANAS validation for one UV workstation (Serial No: 19793).

All services will be executed upon receipt of a formal purchase order at the designated delivery address.

Technical Requirements

Bidders must adhere to the following technical and procedural specifications:

• Mandatory Accreditation: The supplier must hold current SANAS accreditation specifically covering the decontamination and validation of biosafety cabinets and laminar flow equipment.
• Documentation: A complete Central Supplier Database (CSD) registration report must be submitted. Suppliers providing services must also attach documented proof of relevant industry experience.
• Warranty & Guarantees: Quotations must clearly state the duration, coverage, and conditions of the warranty or guarantee for all quoted goods and services.
• Pricing & Validity: All prices must be quoted in South African Rand, inclusive of VAT, delivery, insurance, and applicable taxes. The quotation validity period must be explicitly stated, and no post-submission price amendments will be accepted.
• Delivery & Compliance: A definitive delivery/completion date must be provided. All submissions must be printed on official letterhead, duly signed, and include fully completed Standard Bidding Document (SBD) forms.

Skills & Experience Requirements

Suppliers must demonstrate verified competence and regulatory compliance:

• Technical Expertise: Proven track record in performing accredited validation, decontamination, and repair services for Class II biosafety cabinets, laminar flow benches, and UV workstations.
• Accreditation Verification: Valid SANAS accreditation certificates must be provided to confirm competency in required testing, calibration, and safety compliance methodologies.
• Corporate & Socio-Economic Compliance: Bidders must declare company structure, B-BBEE status, and ownership percentages for Historically Disadvantaged Individuals (HDIs), women, youth, and persons with disabilities to qualify for preference scoring.
• Legal & Ethical Declarations: Completion of mandatory disclosure forms confirming absence of state employment ties, no conflicts of interest, and strict adherence to anti-collusion and anti-corruption legislation.

Key Terms & Evaluation Framework

This procurement follows a structured evaluation model aligned with South African public finance regulations:

• 80/20 Preference Point System: Eighty percent of the total score is allocated to price competitiveness, while twenty percent is awarded for specific socio-economic goals (ownership demographics, B-BBEE level, and SMME promotion).
• SANAS Accreditation: Certification by the South African National Accreditation System, confirming that the supplier’s testing, calibration, and validation processes meet internationally recognised quality and competence standards.
• CSD Registration: Mandatory enrolment in the Central Supplier Database, the official government repository for all approved suppliers.
• Standard Bidding Documents (SBD): Prescribed National Treasury forms ensuring transparency, ethical conduct, and legal compliance throughout the procurement lifecycle.
