Objectives

The primary objectives of the tender are to establish a comprehensive framework for the management of quality, safety, health, and environmental (SHEQ) requirements throughout the project lifecycle. This includes ensuring compliance with ISO 9001 standards, enhancing supplier quality performance, promoting local content and Black Economic Empowerment (B-BBEE), and embedding continuous improvement and risk management practices. Additionally, the tender aims to foster supplier development, ensure safety and environmental compliance, and meet Eskom’s strategic goals for sustainability and operational excellence.

Scope

The scope encompasses the provision of fire detection services at Vanderkloof Hydro Power Station, including inspection, fault-finding, repair, testing, and maintenance of fire detection systems over a 60-month period. It involves managing supplier and sub-supplier quality, developing and implementing contract quality plans (CQPs), inspection and test plans (ITPs), preservation, and logistics activities, as well as ensuring compliance with safety, environmental, and quality standards. The scope also covers supplier capability assessments, local content commitments, and continuous monitoring of supplier performance throughout the project lifecycle.

Technical Requirements

• Development and implementation of a documented Quality Management System (QMS) aligned with ISO 9001:2015 or equivalent.
• Submission and approval of Contract Quality Plans (CQPs) and Inspection & Test Plans (ITPs) prior to work commencement.
• Management of external suppliers and sub-suppliers, including audits, surveillance, and verification activities.
• Provision of material certification, testing, and validation documentation for all deliverables.
• Implementation of preservation, storage, and handling procedures for materials and equipment.
• Adherence to safety standards, including risk assessments, safe work procedures, and incident management.
• Compliance with local content thresholds, B-BBEE requirements, and supplier development initiatives.
• Use of approved inspection agencies, calibration, and testing of equipment.
• Monitoring and reporting of supplier performance, quality, and SHEQ compliance throughout the project.

Skills Requirements

• Proven experience in implementing and maintaining ISO 9001 compliant QMS.
• Competency in developing and managing contract quality plans and inspection & test plans.
• Ability to conduct supplier capability assessments, audits, and surveillance activities.
• Knowledge of applicable standards such as SANS, EN, and relevant safety regulations.
• Experience in managing external suppliers and sub-suppliers, including certification and documentation review.
• Strong understanding of SHEQ management, risk assessments, and incident investigation processes.
• Skills in preservation, logistics, and materials management.
• Ability to develop and implement supplier development and local content strategies.
• Effective communication, reporting, and stakeholder engagement skills.
