Objectives

The tender aims to procure services related to civil and water services, specifically the hiring of high-pressure jetting trucks, vacuum cleaning of sewer and stormwater pipelines, and the hiring of suction (vacuum) tankers for the emptying of conservancy tanks within the Kouga area. The overarching goal is to ensure effective maintenance, cleaning, and management of sewer and stormwater infrastructure, supporting both routine and emergency operations.

Scope

The scope encompasses:

• High-pressure jetting and vacuum cleaning of sewer and stormwater pipelines to remove fatty deposits, slime, sludge, roots, and debris, ensuring complete cleaning and pipeline integrity.
• Routine and emergency cleaning of sewer pipelines, manholes, and related infrastructure using specified jetting equipment and techniques.
• Vacuuming and emptying of conservancy tanks across various locations including Jeffreys Bay, St. Francis Bay, Oyster Bay, Humansdorp, and others, on an "as and when" basis.
• Provision of all necessary equipment, safety measures, and personnel to carry out the specified operations without causing damage or disruption.
• Transportation and disposal of waste material at designated wastewater treatment facilities.

Technical Requirements

The technical specifications include:

• Use of equipment capable of delivering minimum pressures suitable for cleaning without damaging pipelines.
• Complete removal of debris, sludge, and build-up, with continuous inspection and record-keeping of debris types for proactive maintenance planning.
• Proper safety measures, including testing for hazardous gases, providing PPE, and ensuring safe transportation of debris.
• Vehicles used must conform to Road Traffic Act regulations, be in good working condition, and display clear identification.
• Provision of proof of vaccination, insurance, and relevant safety certifications.
• Timely commencement of work, with specified response times for emergency and scheduled operations.
• Proper documentation, including signed worksheets, invoices, and work reports, for payment processing.

Skills and Qualification Requirements

Applicants must demonstrate:

• Experience in similar sewer and pipeline cleaning projects, supported by references, certificates, and project documentation.
• Capability to operate and maintain specialized jetting and vacuum equipment, with proof of equipment readiness and compliance.
• Qualified personnel trained in confined space entry, hazardous gas handling, and safety procedures.
• Provision of PPE, uniforms, and communication devices for staff.
• Insurance coverage for damages and liabilities arising from service operations.
• Compliance with health and safety regulations, including vaccination and hazard testing.
• Ability to mobilize resources promptly, with a dedicated supervisory team and site management.
