Objectives

The primary objective of this tender is to appoint a qualified service provider to facilitate and manage Water & Wastewater Treatment Occupationally Directed Skills Programmes at Level 4. The programme aims to equip employed learners with knowledge and skills in water and wastewater treatment processes, enabling them to operate, maintain, and supervise treatment works, as well as perform administrative tasks to meet organizational goals.

Scope

The scope includes:

• Facilitation and management of EWSETA/QCTO accredited and SAQA registered training programmes.
• Training of 14 participants in the Further Education and Training Certificate: Water and Wastewater Treatment Process Control Supervision (NQF Level 4, SAQA ID 61709).
• Delivery of training in the Free State and Northern Cape provinces over a period of nine (09) months.
• Provision of both theoretical and practical training, including training manuals and assessments.
• Use of inclusive training approaches, including electronic and hard copy materials, and accommodating learners with reading and writing challenges.

Technical Requirements

The technical requirements for the service provider include:

• Demonstrate comprehensive understanding and capability to deliver the specified training programmes within the contract period.
• Provide a detailed project plan outlining key activities, timelines, and budget.
• Attach a schedule of resources, including team members with relevant expertise and experience, with resumes and copies of qualifications.
• Include a brief methodology describing the approach, project organization, staffing, and a Gantt chart of the proposed programme.
• Provide proof of accreditation with EWSETA/QCTO and relevant experience in similar projects.
• Ensure training is conducted in English, with appropriate assessment methods, including oral assessments for learners unable to read or write.
• Supply learners with training manuals and ensure all learning components are aligned with workplace practices and industry standards.

Skills Requirements

The skills and qualifications required from the service provider include:

• Accreditation with EWSETA/QCTO, with valid proof of renewal if applicable.
• Experience of at least 6 years in providing similar training to water boards and municipal officials, supported by company profile and references.
• Qualified facilitators with relevant qualifications and experience in water treatment, wastewater processes, or related fields.
• Ability to demonstrate a clear understanding of workplace practices, adult learning principles, and inclusive training methodologies.
• Capability to deliver both theoretical and practical training, including assessments and certification aligned with SAQA standards.
• Provision of training manuals and assessment tools, with a focus on competency-based certification.
• Experience in working with sector/industry subject matter experts to ensure relevance and recognition of prior learning.
