Objectives

The primary objective of this tender is to procure the supply and delivery of anaesthetic requirements, including various anaesthetic devices, consumables, and accessories, to all hospitals and institutions under the control of the Department of Health and Wellness, Western Cape Government, for a period of three years. The aim is to ensure the availability of standardized, high-quality anaesthetic products that meet clinical and safety standards, support effective anesthesia practices, and comply with relevant regulations and standards.

Scope

The scope encompasses the procurement, supply, and delivery of a comprehensive range of anaesthetic products, including:

• Oxygen and respiratory therapy consumables
• Anaesthetic masks (reusable and single-use)
• Supraglottic airway devices (reusable and single-use)
• Endotracheal tubes (paediatric, neonatal, adult, cuffed, uncuffed, armoured, and special types)
• Invasive pressure monitoring devices
• Regional anaesthesia and pain management consumables
• Additional accessories such as connectors, reservoirs, filters, and warming blankets
• Additional items like obstetric wedges and other supplementary equipment

The products must adhere to specified technical standards, safety, and quality requirements, and be delivered to designated healthcare facilities across the Western Cape within stipulated timeframes.

Technical Requirements

• Compliance with relevant standards such as ISO 13485, ISO 11135, ISO 11137, ISO 15223-1, ISO 5356-1, ISO 9360-1, and other applicable regulations.
• Products must be sterile, latex-free (where specified), and meet sterilization standards (e.g., ethylene oxide or radiation sterilization).
• Products should be individually packaged, clearly labeled with size, type, and manufacturing details.
• Delivery within specified timeframes: initial delivery within 21 days of order, subsequent deliveries within 48-72 hours.
• Samples must be provided for clinical evaluation and testing, with proper labeling and evaluation forms completed.
• Pricing must be firm for the entire contract duration, inclusive of all costs and taxes.
• Products must be compatible with existing equipment and meet clinical safety and performance standards.
• Bidder must be registered on the Central Supplier Database and hold valid B-BBEE certificates or affidavits.

Skills and Qualification Requirements

• Proven experience in supplying medical devices and anaesthetic equipment to healthcare institutions.
• Demonstrated compliance with ISO standards and regulatory requirements (e.g., SAHPRA registration, CE/UKCA marking).
• Capability to provide technical support, clinical evaluation samples, and documentation for product approval.
• Ability to deliver within specified timeframes and maintain stock levels to meet hospital demands.
• Knowledge of procurement procedures, contractual obligations, and compliance with the Department of Trade and Industry’s NIP requirements.
• Qualified personnel for technical support, product training, and after-sales service.
• Ability to provide detailed documentation, including declarations of interests, bid compliance, and B-BBEE status.
