Objectives

The primary objective of this tender is to procure the supply and delivery of intravenous blood and administration sets, flow regulators, cannulae, and consumables to all hospitals and institutions under the control of the Department of Health, Western Cape Provincial Government. The aim is to ensure the availability of high-quality, sterile, latex-free medical consumables that meet specified standards for clinical use over the contract period ending on 07 April 2027.

Scope

The scope encompasses the provision of a wide range of intravenous consumables, including cannulae, extension sets, catheterisation sets, wire guides, administration sets, and fluid warmers. The procurement covers various sizes, types, and specifications suitable for adult and paediatric patients, with requirements for sterile, latex-free, and ISO 13485 and SAHPRA-licensed products. Delivery must be made to multiple specified hospitals and healthcare facilities across the Western Cape, with samples and documentation to be provided for evaluation and clinical testing.

Technical Requirements

• All products must be sterile, latex-free, and compliant with ISO 13485 standards and SAHPRA licensing.
• Items must be individually packed in peel packaging, with clear labeling including product codes, country of manufacture, and expiry date.
• Specific product features include:
  • Cannulae with triple-beveled needles, safety devices, and transparent flashback chambers.
  • Extension sets with T-connectors, flow rate specifications, and pressure ratings up to 325 psi.
  • Central venous catheterisation sets with color-coded hubs, guidewires, and minimum shelf life of 3 years.
  • Fluid warmers compatible with specified equipment, individually packed, and sterile.
• Samples must be provided for clinical evaluation, with adherence to specified standards and certification requirements.
• Delivery within 21 days of order receipt, with subsequent orders delivered within 48-72 hours.
• Pricing must be inclusive of all costs, taxes, and delivery to designated locations.
• Bidders must provide proof of manufacturing, licensing, sterilization standards, and latex-free declarations.

Skills Requirements

• Proven experience in supplying medical consumables that meet ISO 13485 and SAHPRA standards.
• Ability to provide certified documentation, including sterilization certificates, manufacturing standards, and B-BBEE compliance.
• Capacity to deliver large quantities within specified timeframes and to multiple locations across the Western Cape.
• Technical expertise in medical device standards, clinical evaluation, and quality assurance processes.
• Competence in managing documentation, sample provision, and compliance with regulatory and contractual requirements.
