Objectives

The primary objective is to appoint a qualified service provider to upgrade and expand SANAS’s existing Wi-Fi infrastructure. The project aims to enhance wireless coverage, performance, and reliability across all facilities, eliminate dead zones, and deliver a secure, scalable, and centrally managed wireless environment that supports daily operations, business applications, and connectivity for both employees and visitors.

Scope of Work

The appointed provider will deliver an end-to-end Wi-Fi solution that includes:

• Comprehensive site and network assessment
• Supply and installation of required hardware
• Configuration of a dedicated guest Wi-Fi network
• Setup of network monitoring and management systems
• Delivery of an implementation report and formal handover documentation

The solution must integrate seamlessly with SANAS’s existing network architecture while ensuring robust security, centralized oversight, and uninterrupted service continuity.

Technical Requirements

• User Capacity: Support a minimum of 300 concurrent connections, comprising 250 employee devices and 50 visitor/guest devices.
• Infrastructure Compatibility: Align with the current deployment of UniFi 6 (U6) ceiling-mounted wireless access points.
• Security & Management: Implement secure access control mechanisms and enable centralized monitoring for efficient network administration.
• Scalability: Design the architecture to accommodate future growth without performance degradation.
• Hardware Authorisation: Any proposed hardware must be accompanied by proof of partnership or official authorisation from the original equipment manufacturer (OEM).
• Pricing Structure: Bidders must submit quotations across three categories: (1) once-off costs (assessment, hardware, installation, configuration, monitoring setup, handover), (2) cost per metre for CAT 6 cabling to extend new access points, and (3) ad-hoc rates (hourly and per kilometre) for Years 1–3, inclusive of annual escalations.

Skills and Experience Requirements

• Industry Experience: Demonstrated company experience in the implementation, installation, and ongoing support of enterprise-grade Wi-Fi networks.
• Reference Projects: Submission of at least one reference project completed within the past five years, supported by reference letters detailing the client name, project description, and direct contact information.
• Technical Competency: Proven capability to manage physical cabling, device provisioning, system integration, and post-installation handover processes.
• Compliance Documentation: Valid Broad-Based Black Economic Empowerment (B-BBEE) certificate or a sworn affidavit to qualify for preferential procurement scoring, alongside standard supplier disclosure and tax compliance forms.

Key Terms and Definitions

• 80/20 Preference Point System: A South African public procurement evaluation model allocating 80 points to competitive pricing and 20 points to designated socio-economic goals (e.g., black-owned, women-owned, youth-owned, disability-owned enterprises, Exempt Micro Enterprises, and Qualifying Small Enterprises).
• OEM Authorisation: Formal documentation proving a bidder’s authorised partnership or distribution rights with the hardware manufacturer, ensuring genuine products, firmware support, and warranty coverage.
• SBD Forms: Standardised South African government bid submission documents used for supplier disclosure, conflict-of-interest declarations, tax clearance verification, and preference point claims.
