Objectives

The primary objective of the tender is to establish a contract for workshop cleaning services over a period of three years, ensuring a clean, safe, and well-maintained workshop environment that supports operational efficiency and safety standards.

Scope

The scope includes providing comprehensive cleaning services at the Eskom T&SS workshop, which involves:

• Emptying dust bins and waste management
• Cleaning floors and maintaining good housekeeping
• Handling hazardous chemical waste
• Painting floors as required
• Obtaining necessary permissions for waste disposal
• Supporting security protocols and safety procedures

Additional scope details specify the need for regular inspections, adherence to security protocols, toolbox talks, and compliance with environmental and safety standards.

Technical Requirements

The technical requirements encompass:

• Experience in similar cleaning services (minimum 2-3 years)
• Provision of a detailed methodology for executing the scope of work
• Development and submission of a Contract Quality Plan (CQP) and Inspection & Test Plans (ITPs)
• Compliance with Eskom’s SHE (Safety, Health, Environment) standards and policies
• Provision of qualified personnel, including safety officers and supervisors
• Implementation of risk assessments, safe work procedures, and incident management
• Provision of necessary tools, equipment, PPE, and materials
• Regular monitoring, audits, and reporting on quality and safety performance
• Adherence to environmental management and preservation requirements

Skills and Skills Requirements

The tenderer must demonstrate:

• Relevant experience and proven track record in similar cleaning contracts
• Qualified and competent personnel, including SHE officers and supervisors
• Ability to develop and implement quality management systems conforming to ISO 9001
• Capability to prepare and execute detailed Method Statements, QCPs, and ITPs
• Knowledge of Eskom SHE policies, legal requirements, and safety standards
• Effective communication and reporting skills for safety, quality, and environmental performance
• Capacity to manage subcontractors and suppliers, ensuring compliance with Eskom standards
• Competence in risk assessment, incident investigation, and corrective actions
• Ability to provide training, toolbox talks, and promote a safety culture
