Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake maintenance and repairs of electrostatic precipitators (ESPs) during operation and opportunity maintenance at Lethabo Power Station. The contract aims to ensure the continued efficient operation of ESPs over a period of five (5) years, minimizing unplanned outages, optimizing plant performance, and ensuring compliance with safety, environmental, and quality standards.

Scope

The scope of work includes, but is not limited to:

• Routine and corrective maintenance of ESP components such as discharge and collecting electrodes, ash hoppers, dampers, doors, expansion joints, casings, and support insulators.
• Inspection, repair, replacement, and cleaning of electrodes, hoppers, dampers, doors, and associated systems.
• Specific repairs on discharge and collection electrode rapping systems, ash hopper casings, inlet/outlet dampers, and other critical ESP components.
• Performing water washing of ESP casings and ensuring no water ingress to dust plant conveyors.
• Execution of repairs during planned outages and on-load conditions, including internal and external casing repairs, electrode and damper system repairs, and inspection activities.
• Provision of necessary scaffolding, safety measures, and environmental controls during maintenance activities.
• Adherence to safety, health, environmental, and quality management protocols as specified in the contract documentation.

Technical Requirements

The technical requirements for the tender include:

• Compliance with ISO3834 Part 2 Welding Standards.
• Demonstrated experience and qualifications of key personnel, including supervisors, safety officers, welders, fitters, and inspectors, with relevant certifications and a minimum of three (3) years of experience in similar ESP maintenance work.
• Provision of detailed method statements, work plans, and safety plans aligned with Eskom’s standards and legal requirements.
• Implementation of a comprehensive Quality Management System, including Quality Control Plans, inspection and test procedures, and documentation for all repair and maintenance activities.
• Adherence to environmental management procedures, including compliance with ISO14001 standards and asbestos handling regulations where applicable.
• Provision of detailed schedules, inspection reports, and repair records, including water washing, casing repairs, electrode and damper system repairs, and other critical activities.
• Provision of appropriate safety, health, and environmental controls, including permits, risk assessments, and safety training for personnel.
• Use of approved materials, equipment, and certified welders, with proper documentation and traceability.
• Compliance with contractual, legal, and regulatory requirements, including CIDB grading of at least 6ME or higher, and adherence to Eskom’s procurement and safety policies.
• Provision of security bonds, guarantees, and insurance certificates as specified in the contractual documentation.

In summary, the tender must demonstrate technical capability, experience, and compliance with all safety, environmental, and quality standards to ensure reliable and safe operation of the ESPs over the contract period.
