Objectives

The primary objective of this tender is to appoint a professional services consortium to undertake repairs and renovations of the Lady Grey Magistrate Office. The services aim to ensure the project is executed efficiently, within scope, budget, and time, adhering to all relevant standards and regulations.

Scope

The scope encompasses comprehensive professional services in a multidisciplinary consortium, including:

• Quantity Surveying Services
• Civil Engineering Services
• Electrical Engineering Services
• Mechanical Engineering Services
• Structural Engineering Services

The services cover all phases from initial feasibility, design, documentation, procurement, construction supervision, to project close-out. Specific tasks include site investigations, design development, detailed drawings, procurement, contract administration, construction monitoring, and project completion.

The project involves repairs and renovations to walls, floors, ceilings, roofs, windows, doors, parking, fencing, electrical, mechanical systems, and related infrastructure, with a total project estimate of approximately R19.97 million.

Technical Requirements

The technical requirements specify that:

• All services must comply with the relevant legislation, standards, and regulations, including the Occupational Health and Safety Act, Environmental legislation, and local authority requirements.
• Services must be provided by registered professionals in their respective fields, with proof of registration included in tender documentation.
• The consortium must demonstrate capacity, experience, and expertise in similar projects, with minimum experience and performance criteria outlined for key personnel and project references.
• Construction monitoring shall be performed at Level One (part-time) or Level Two (full-time), with staff competence and experience being critical evaluation criteria.
• Design and planning must incorporate sustainable, energy-efficient, and environmentally friendly solutions, including "green" design principles, water conservation, and use of locally manufactured materials where feasible.
• All project phases require detailed reports, drawings, cost estimates, and compliance documentation, with clear deliverables at each stage.
• Contract management includes adherence to procurement procedures, timely submission of progress reports, and project close-out documentation, including as-built drawings and operation manuals.
• Security clearance and site access protocols must be observed, with all personnel undergoing necessary vetting and clearance processes.
• Professional indemnity insurance and other statutory requirements must be maintained and documented throughout the project duration.
