Objectives

The primary objective of this tender is to procure a provider capable of supplying and managing a two-year SIM-only mobile communication contract for Okhahlamba Local Municipality. The aim is to enhance operational efficiency, cost management, and flexibility by providing voice, SMS, and data services without including handsets. The successful bidder will also facilitate number porting, scalable services, detailed billing, and support for administrative and technical management through a comprehensive Service Level Agreement (SLA).

Scope

The scope of work includes:

• Provision and activation of SIM-only contracts with voice, SMS, and data bundles.
• Porting and retaining existing municipal cellphone numbers.
• Managing a two-year contract period with potential extensions.
• Providing scalable services to accommodate additions or removals of SIMs during the contract term.
• Implementing a migration/porting plan for current municipal numbers.
• Offering itemized, split billing, and tariff analysis tools per office and user, monthly.
• Delivering over/under-utilization reports for usage optimization.
• Developing and maintaining a self-service admin dashboard for contract management, usage monitoring, and reporting.
• Providing real-time inventory tracking, dedicated support channels, and compliance with municipal APN and VPN access.
• Entering into a comprehensive SLA covering delivery times, fault response, and resolution, including provisions for temporary services during faults.

Technical Requirements

The technical specifications and functionalities required from the service provider include:

• Supply and activation of SIM-only contracts with voice, SMS, and data bundles.
• Porting existing municipal numbers with minimal service disruption.
• Compatibility with eSIM technology where applicable.
• Provision of itemized billing, split billing, and tariff analysis tools, with monthly reports.
• Implementation of a self-service admin dashboard for managing SIMs, monitoring usage, and generating reports.
• Data management tools for monitoring and capping individual or group data usage.
• Auto-renewal and expiry alerts for each SIM contract.
• Real-time inventory management of active SIMs and users.
• Dedicated support channels for resolving network and service issues.
• Provision of SLA covering delivery lead times, fault response, and resolution times, including provisions for loan or temporary SIMs.
• Compatibility of SIM cards with municipal APN and VPN configurations.
• Ability to upgrade or downgrade service packages as needed.
• Provision of free itemized billing, call/data audit reports, and software tools for contract and usage management.
