Tender Summary

Objectives

Deliver comprehensive electrical infrastructure to Emangwaneni Ward 3, enabling safe, reliable power distribution through new medium and low-voltage networks, advanced smart metering deployment, and systematic removal of obsolete assets. The project supports national electrification targets while integrating community engagement, environmental stewardship, and mandated job creation initiatives.

Scope of Work

  • Preliminaries & General: Establish secure site facilities, maintain occupational health and safety compliance, manage 24-hour security, compile fortnightly MS Project schedules, implement quality assurance protocols, and submit monthly Expanded Public Works Programme reports.
  • Medium Voltage (MV) Network: Supply and install 13 transformers (10×32kVA dual phase, 3×100kVA three phase), sectionalizers, surge arrestors, and earth electrodes. String FOX conductors across designated wood crossarm structures, perform tensioning/sagging, and conduct full MV testing and commissioning.
  • Low Voltage (LV) Network: Deploy insulated aerial bundled conductors, assemble suspension/strain/T-off hardware, install pole-mounted smart metering boxes, implement TN-C-S earthing, and execute LV network resistance and distributor testing.
  • Structural Support: Erect 5m–12m wooden poles, install stays and struts, execute excavations with 93% MOD AASHTO compaction, clear servitudes (vegetation removal with approved herbicides), and apply anti-climbing devices and equipment labels.
  • House Connections: Complete 140 Type B connections, deploy G3-PLC smart meters, data concentrators, and GSM-enabled kiosks. Capture all energized customer data into Eskom’s CorDaptix system prior to payment release.
  • Dismantling: Safely remove existing MV/LV conductors, transformers, bulk meters, insulators, X-arms, and structural components, returning salvageable materials to designated stores.

Technical Requirements

  • Strict adherence to Eskom DDT design standards, SABS 1418/0198 specifications, and Distribution Standards Parts 2 & 3.
  • Full compliance with the Occupational Health and Safety Act, Construction Regulations, and approved Environmental Management Plans.
  • Mandatory implementation of a formal Quality Assurance Programme and fortnightly programme updates via MS Project.
  • Provision of contractor-supplied materials with physical samples for approval, plus complete as-built drawing submission upon completion.
  • Comprehensive testing protocols: MV insulation/resistance tests per transformer and recloser, LV earth resistance verification, and ABC distributor commissioning with documented certificates.
  • Data integration requiring successful validation and upload to Eskom’s CorDaptix platform before final payment authorization.

Skills Requirements

  • Proven experience in MV/LV overhead reticulation, ABC stringing, transformer installation, and utility-grade testing procedures.
  • Competency in project planning, QA/QC documentation, and progress reporting using industry-standard scheduling software.
  • Certified OH&S practitioners and site supervisors familiar with construction regulations, fall arrest systems, and emergency response protocols.
  • Environmental clearance for herbicide application (ORHVS certification) and specialized vegetation/bush clearing expertise.
  • Proficiency in smart metering deployment, PLC communication systems, and utility data capture workflows.
  • Strong community liaison capabilities, including fluency in Zulu or Xhosa and demonstrated cultural competency for stakeholder engagement.
  • Full-time contract management and supervision capacity to coordinate daily operations with the Clerk of Works and municipal consultants.

Key Technical Terms

  • ABC (Aerial Bundled Conductor): Pre-insulated overhead cables bundled together to enhance public safety, reduce vegetation-related faults, and minimize maintenance compared to traditional bare conductors.
  • CorDaptix: Eskom’s integrated customer and asset management database used for tracking installations, billing, network mapping, and payment validation.
  • G3-PLC Smart Metering: Advanced metering technology utilizing Power Line Communication to transmit real-time consumption data over existing grid lines without additional wireless infrastructure.
  • EPWP (Expanded Public Works Programme): Government-mandated framework requiring contractors to generate temporary employment, deliver skills transfer, and submit structured monthly compliance reports.
  • TN-C-S Earthing: A grounding configuration where neutral and protective earth functions are combined until the service entrance, then separated to ensure fault protection and voltage stability in low-voltage networks.
  • DDT Specifications: Eskom’s standardized design detail technical manuals dictating exact hardware configurations, assembly sequences, material tolerances, and installation methodologies.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
