Objectives

The primary objective of this tender is to appoint a qualified service provider to calibrate testing stations in accordance with specified technical standards for the City of Ekurhuleni. The calibration aims to ensure accuracy, reliability, and compliance of vehicle testing equipment, including brake testers, headlamp aimers, pit-jacks, and other related devices, over a period of three years.

Scope

The scope encompasses the supply, calibration, maintenance, and repair of vehicle testing equipment at various testing stations operated by the City of Ekurhuleni. It includes:

• Yearly calibration of testing equipment as per South African National Standards (SANS10216).
• Preventative maintenance of equipment such as brake testers, headlamp aimers, scuff gauges, jacks, gauges, and other tools listed in the specifications.
• Inspection, repair, or replacement of faulty or damaged equipment to ensure operational standards are maintained.
• Provision of necessary documentation, including calibration certificates, reference letters, and proof of technician competency.
• Adherence to legislative standards including the Metrology Act, SANS 10216, ISO 9001, and EN 13849.
• Replacement of non-repairable equipment following specified standards.

Technical Requirements

The technical requirements specify that the service provider must:

• Possess appropriate accreditation and certification from recognized bodies such as SANAS and SABS.
• Provide proof of calibration and maintenance of testing equipment, including calibration certificates valid for 12 months.
• Ensure technicians are competent, with Mechanical & Electrical expertise, and have at least 12 months of field training under supervision, supported by proof of certification.
• Use tools and equipment that are nationally traceable and certified.
• Follow manufacturer’s guidelines for preventative maintenance, calibration, and repairs.
• Maintain compliance with relevant legislation, including the Metrology Act and EN 13849 for safety standards.
• Submit detailed schedules of prices, variations, and omissions, with firm prices inclusive of all costs, delivery, and applicable taxes.
• Provide detailed references demonstrating previous experience in calibration and maintenance of vehicle testing equipment.
• Ensure equipment is calibrated annually, with certificates issued accordingly, and replace equipment that cannot be repaired following the specified standards.
