Objectives

The primary objective of this tender is to appoint a service provider to deliver comprehensive Travel Management Services to South African National Parks (SANParks) for a period of three (3) years. The goal is to ensure efficient, cost-effective, and seamless travel arrangements for SANParks employees, contractors, consultants, and authorized persons traveling on official business, both domestically and internationally.

Scope

The scope of work includes, but is not limited to:

• Reservation and issuance of e-tickets and vouchers for air travel, accommodation, vehicle rentals, and other related services.
• Booking and management of domestic, regional, and international flights.
• Arrangements for accommodation, venues, and other facilities.
• Car rental and shuttle services, including negotiations for cost-effective routing and rates.
• After-hours and emergency support services for travel adjustments and bookings.
• Provision of value-added services such as reporting, data security, and travel app support.
• Consolidation of travel supplier invoices and management information reporting.
• Adherence to SANParks travel policy and National Treasury cost containment instructions.

Technical Requirements

The technical requirements for the successful bidder include:

• Membership and accreditation with the Association of South African Travel Agents (ASATA) and the International Air Transport Association (IATA).
• Provision of a reliable booking management system with agreements with Global Distribution Systems (GDS) or Online Travel Agency (OTA) platforms.
• Demonstrated capacity with qualified personnel, including a Key Accounts Manager with at least 8 years’ experience and relevant qualifications.
• Financial stability, evidenced by a credit facility of at least R3 million or equivalent.
• Implementation of secure data management and reporting systems aligned with National Treasury’s requirements.
• Provision of after-hours support, emergency services, and value-added services with evidence of operational capability.
• Compliance with all legislative and regulatory frameworks, including POPIA and procurement regulations.

Skills Requirements

The skills and expertise required from the service provider include:

• Extensive experience in travel management, including domestic and international travel arrangements.
• Proficiency in using GDS/OTA booking platforms and integrated management systems.
• Strong project management and reporting skills to deliver timely and accurate data and reports.
• Ability to negotiate and secure cost-effective rates with airlines, hotels, car rental companies, and other service providers.
• Excellent customer service and emergency support capabilities, available 24/7.
• Knowledge of South African travel policies, regulations, and cost containment instructions.
• Capacity to provide innovative travel solutions and value-added services to enhance traveler experience and cost savings.
