Objectives

The primary objective of this tender is to reinstate paved surfaces to their original condition following waterpipe breaks. The works involve repairing and maintaining municipal roads within Knysna East, including areas such as Brentons, Rheenendal, and Knysna.

Scope of Work

The scope broadly includes:

• Removing unsuitable material to a minimum depth of 600mm below existing road surfaces in rectangular patterns.
• Placing and compacting 300mm sand bedding around water or sewer pipes.
• Backfilling with 150mm G5 natural gravel to 95% of modified AASHTO standards, followed by 120mm G4 gravel to 98% of standards.
• Priming the prepared surface, including vertical edges, with appropriate dampening if dry.
• Reinstating the surface with asphalt and related materials, ensuring compliance with specified standards.
• Providing daily records of work executed.

The work must adhere to applicable SABS/SANS standards, including SABS 1200 A, M, MG, MH, and MM specifications for civil engineering and roadworks.

The contractor shall also ensure traffic accommodation, minimal public inconvenience, and safety measures during operations.

Technical Requirements

• Use of suitable materials and equipment as per specifications, including excavation, backfilling, asphalt base, and surface layers.
• Compliance with specified compaction standards (e.g., 90-98% of modified AASHTO).
• Proper priming and reinstatement procedures.
• Provision of daily activity records and documentation.
• Availability of construction plant, either owned or hired, with appropriate registration and certification.
• Adherence to traffic management and safety protocols.
• Compliance with all relevant standards and standards specified in the scope.

Skills and Experience Requirements

• CIDB Grade: Grade 1 Construction Experience with a valid CE grading and at least one (1) reference for asphalt works.
• Personnel:
  • General Foreman: Must have completed at least 3 roadworks projects involving road maintenance, with a minimum qualification of NQF4 and 3 years’ experience in roadworks.
• Project Experience: Demonstrated experience in similar reinstatement or road repair projects post waterpipe breaks or similar civil works, supported by reference letters and project documentation.
• Plant and Equipment: Availability of required construction plant, either owned or hired, with proper registration and certification.
• Administrative and Documentation Skills: Ability to maintain daily records, submit progress reports, and comply with all contractual documentation requirements.

All personnel involved must meet the qualification and experience criteria specified, and supporting CVs and proof of qualifications must be submitted as part of the tender documentation.
