Objectives

The primary objective of this tender is to appoint a qualified operator to provide subsidised public passenger transport services in the Concordia, Okiep, and Springbok areas within the Namakwa District Municipality. The service aims to ensure reliable, efficient, and accessible transportation on two specified routes, supporting community mobility and regional development.

Scope

The scope of work includes:

• Provision and operation of four standard buses, with three for peak operational use and one on standby for unforeseen circumstances.
• Operation of two routes with a total of four scheduled trips daily, covering specific distances between key locations.
• Installation of electronic ticket machines (ETMs) and tracking systems on all buses.
• Ensuring buses are not older than 15 years (or chassis not older than 30 years) and are in roadworthy condition with valid Certificates of Fitness (COF) and Certificates of Roadworthiness (COR).
• Compliance with vehicle registration, insurance, and safety requirements.
• Installation and maintenance of tracking systems accessible to the department for monitoring.
• Adherence to specified route schedules, trip frequencies, and operational standards.

Technical Requirements

The technical specifications include:

• Buses must be in roadworthy condition, not older than 15 years, with chassis not older than 30 years.
• Each bus must be fitted with an ETM and a functional tracking system.
• Vehicles must have valid Certificates of Fitness, discs, and Certificates of Roadworthiness.
• Buses used for transport must be maintained in a roadworthy condition throughout the contract period.
• Installation of tracking systems in all buses, with access granted to department officials for report generation.
• Provision of spare parts and timely notification of termination of spare parts production.

Skills and Competency Requirements

The successful bidder must demonstrate:

• Experience in operating public passenger transport services, particularly in regional or rural settings.
• Ability to install, operate, and maintain electronic ticketing and tracking systems.
• Compliance with vehicle safety, registration, and insurance standards.
• Capacity to manage route schedules, trip frequencies, and operational logistics efficiently.
• Proven track record of maintaining vehicles in roadworthy condition and adhering to safety standards.
• Capability to monitor and report on service delivery using installed tracking systems.
