Objectives

The primary objective of this tender is to develop a comprehensive Local Integrated Transport Plan (LITP) for Ntbankulu Local Municipality. This includes assessing the current transport situation, identifying infrastructure needs, proposing improvement projects, and developing an implementation budget and programme for a five-year period. The plan aims to address local mobility needs, enhance transport infrastructure, and provide future input into municipal and district transport planning processes.

Scope

The scope encompasses:

• Assessing the current transport status quo, including inventory and condition of roads and public transport facilities.
• Conducting transport need assessments through stakeholder consultations, site inspections, and reviewing municipal documents such as IDP and SDF.
• Recommending transport improvement proposals and prioritizing projects based on needs assessment.
• Developing a five-year implementation budget and programme with cost estimates for prioritized projects.
• Listing transport projects for future input into the Ntabankulu IDP and district transport plan.
• Addressing local transport needs and planning projects to improve mobility within the municipality.

Technical Requirements

The technical requirements include:

• Preparation of a transport status quo report, including inventory and condition assessments.
• Transport needs assessment based on data collection, stakeholder engagement, and site inspections.
• Formulation of transport improvement proposals with project prioritization.
• Development of a detailed five-year implementation plan with budgets and cost estimates.
• Provision of a list of future transport projects aligned with municipal planning frameworks.
• Adherence to the specifications attached to the tender document.
