Objectives

The primary objective of this tender is to upgrade the security systems and infrastructure at Theseus Substation in compliance with relevant safety standards, Eskom policies, and national security requirements. The project aims to enhance perimeter security through the design and construction of a non-lethal security fence, inner fence, access gates, lighting, access control building, fibre optic routing, and earthing systems. Additionally, the project involves the integration of physical security systems such as CCTV, intrusion detection, alarm systems, and interfacing with existing control systems to ensure comprehensive security coverage.

Scope

The scope encompasses civil, electrical, and security system design, supply, installation, and commissioning activities, including:

• Design and construction of a non-lethal perimeter fence and inner fence in accordance with Eskom specifications.
• Installation of access gates, lighting, and earthing systems.
• Construction of an access control building with electrical and air conditioning provisions.
• Routing of fibre optic cables and associated civil works.
• Upgrade of security lighting and fencing infrastructure.
• Implementation of integrated physical security systems (IPSS), CCTV, intrusion detection, alarm interfaces, and their integration with existing control systems.
• Adherence to safety, health, and environmental standards throughout construction.

Technical Requirements

The technical requirements include compliance with the following standards and specifications:

• Design and construction in accordance with Eskom standards (e.g., 240-75883230, 240-78980848, 240-139282493).
• Implementation of non-lethal fence systems as per specification 240-78980848.
• Lighting standards as per 240-139282493, including security lighting poles and luminaires.
• Earthing systems conforming to Eskom standards (e.g., 0.54-10230, 0.54-393).
• Installation of access gates, fibre optic routing, and civil works as per detailed drawings and specifications.
• Integration of security systems with Eskom's control infrastructure, including CCTV, intrusion detection, alarm systems, and interface standards.
• Compliance with occupational health and safety legislation, environmental regulations, and Eskom safety policies.

Skills Requirements

The tenderer must demonstrate the following skills and expertise:

• Civil engineering design and construction, including fencing, gates, lighting, and earthing systems.
• Electrical engineering skills for power supply, lighting, earthing, and control systems installation.
• Security systems engineering, including design, integration, and commissioning of CCTV, intrusion detection, alarm interfaces, and physical security infrastructure.
• Experience in working within high-security environments and compliance with Eskom and national security standards.
• Project management skills to coordinate multidisciplinary teams, adhere to timelines, and ensure safety and quality standards.
• Knowledge of relevant South African standards, Eskom specifications, and safety legislation.
• Ability to prepare detailed documentation, including drawings, reports, and compliance records.
