Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, deliver, install, and commission a Security Surveillance System at Polokwane Welfare Complex. The system aims to enhance security, monitor activities, and ensure the safety of vulnerable individuals and staff within the facility, in line with legislative frameworks such as the Children’s Act and Child Justice Act.

Scope

The scope includes:

• Supply of all necessary hardware, including cameras, monitors, servers, and accessories.
• Delivery and installation of surveillance equipment at designated locations within the Polokwane Welfare Complex, including main gate, kitchen, dormitories, control room, perimeter, workshop, and other specified areas.
• Configuration, testing, and commissioning of the surveillance system.
• Provision of maintenance and support services for a specified period post-installation.
• Training of relevant personnel on system operation and maintenance.

The project is a once-off implementation with ongoing maintenance for 36 months.

Technical Requirements

The technical specifications include:

• High-resolution cameras (e.g., 4MP, 2MP, panoramic, PTZ) with IR night vision, WDR, and VCA capabilities.
• Installation of cameras in specified locations such as perimeter, dormitories, control rooms, and security guard houses.
• Use of appropriate cabling (e.g., CAT 6, cabtyre cables) with UV protection and proper shielding.
• Provision of power supply units, UPS systems, and power beams for uninterrupted operation.
• Installation of monitors, servers, and network switches with adequate capacity.
• Configuration of access control and biometric systems where applicable.
• Compliance with relevant standards, including ISO 9001:2015 accreditation and CIDB Grade 6 EB/EP/ME or higher.
• System must support remote monitoring via Android, Windows, or other platforms.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in security surveillance system installation, configuration, and commissioning.
• Experience in executing similar projects, with contactable references and testimonials.
• Qualified personnel with relevant tertiary qualifications in security management (minimum NQF Level 6) and technical certifications.
• Accreditation in cabling (Krone, Molex, or equivalent) and ISO 9001:2015 certification.
• Financial capacity to undertake the project, evidenced by bank statements or credit proof (minimum R500,000).
• Ability to provide ongoing maintenance, technical support, and system upgrades.
• Knowledge of relevant legislation, standards, and best practices in security system deployment.
