Objectives

The primary objective of this tender is to appoint credible and suitable suppliers for the supply and delivery of chemicals required for potable water and wastewater treatment works within the Dawid Kruiper Municipality. The contract aims to ensure a reliable supply of various chemicals over a period of thirty-six (36) months, with provisions for extension and ongoing support to maintain water treatment processes effectively.

Scope

The scope encompasses the supply and delivery of a comprehensive range of water and wastewater treatment chemicals, including:

• Coagulants and flocculants (e.g., polyDADMAC, ACH, PAC, inorganic/organic coagulants)
• Activated carbon for taste, odour, and colour removal
• Desalination chemicals such as anti-scalants and anti-foulants
• Wastewater treatment chemicals including bioenzymatic digesters and hydrated lime

The chemicals are to be supplied to various treatment plants, with specific instructions for off-loading, testing, and documentation. The contract includes provisions for on-site laboratory jar tests, independent verification, and ongoing technical support.

Technical Requirements

The technical specifications for the chemicals include:

• Effectiveness across a range of water qualities, turbidity levels (5-1500 NTU), electrical conductivity (EC450+ mS/m), and temperature variations (up to 45°C and as low as -1°C)
• Fixed pricing for seasonal conditional changes (winter and summer)
• Minimum treatment cost based on lowest dosing rates (kg/l) over a three-year period
• Compliance with safety data sheets, NSF ANSI 60 certification (where applicable), and SANAS accreditation for laboratory analyses
• Provision of detailed scientific reports, product data sheets, and material safety data sheets
• Samples for independent jar tests, with specific procedures for flash mixing, conditioning, and settling times
• Insurance coverage of R15,000,000 per annum for all risks associated with supply, transportation, and use of chemicals

Skills Requirements

The successful bidders must demonstrate:

• Technical expertise in water and wastewater treatment chemicals, including conducting jar tests and interpreting results
• Experience in supplying chemicals to municipal water treatment facilities
• Capability to provide on-site laboratory testing and independent verification of product efficacy
• Ability to prepare comprehensive scientific reports, including analysis of raw, settled, and filtered water samples
• Provision of after-sales technical support, including on-site assistance during initial product introduction and ongoing dosing support
• Insurance and logistical capabilities to ensure timely delivery and risk management
• Compliance with legal, safety, and environmental standards, including SANAS accreditation and NSF certification where applicable
