Objectives

The primary objective of this tender is to procure a Wall Mounted Diagnostic Set that meets specified technical standards, ensuring high quality, reliability, and compatibility with existing hospital infrastructure. The procurement aims to enhance diagnostic capabilities at Manguzi Hospital by supplying a certified, functional, and maintainable diagnostic system with comprehensive training, warranty, and support services.

Scope

The scope includes the supply, delivery, installation, commissioning, and demonstration of a Wall Mounted Diagnostic Set, including accessories such as handles, ophthalmoscope and otoscope heads, mains cable, transformer, and wall mounting hardware. It also encompasses training of hospital staff, provision of manuals, warranty, and ongoing support for a minimum specified period. The project covers all related technical, logistical, and administrative activities necessary to ensure the equipment is operational and fully functional within the hospital environment.

Technical Requirements

• The diagnostic set must be high quality, wall-mounted, with handles, cables, and handles with micro switches, on/off pilot lights, and integrated rheostats.
• Handles must accept 3.5V heads, with automatic lighting activation when lifted and switches off when replaced.
• Ophthalmoscope and otoscope heads must include globes, locking collars, and co-axial optics for shadow reduction, with at least 60 lenses (+30 to -30 diopters), filters, and measurement reticules.
• The system must operate on 220V AC with a 3.5V transformer, supplied with a mains cable of at least 3 meters, CE or SABS approved.
• The equipment must comply with IEC 60601-1 and 60601-1-2 standards, occupational health and safety regulations, and be CE certified.
• Supplied manuals must include operation, maintenance, fault finding, circuit diagrams, and calibration guides, in English, properly bound or digital formats.
• The system should be upgradeable with future software updates at no additional cost, and support for updates, recalls, and modifications must be provided.
• Guarantee/warranty of at least 24 months, with minimum 99% uptime guarantee, including all costs for repairs, spares, and maintenance during the period.
• Equipment must be supplied with necessary accessories, optional add-ons, and compatible spare parts for at least 10 years.

Skills Requirements

• The bidder must have a well-established service and repair facility within KwaZulu-Natal capable of servicing, calibrating, and repairing the equipment.
• Technicians must be OEM trained, with proof of original manufacturer certification, and available within 24 hours for maintenance and repairs.
• The bidder must provide comprehensive training to the hospital’s technical staff on calibration, maintenance, repair, and troubleshooting down to PCB level, with certification of competency upon completion.
• The bidder must supply detailed manuals, software, and support documentation, and demonstrate capacity for ongoing technical support and updates.
• Proven experience in supplying and supporting similar medical diagnostic equipment, with references and proof of successful installations within South Africa, is required.
