Objectives

The primary objective of this tender is to procure employee transportation services for Transnet Port Terminals (TPT) for a duration of one (1) month. The aim is to ensure reliable, safe, and compliant transport for employees across designated routes and shifts, supporting operational efficiency and punctuality.

Scope

The scope includes:

• Provision of transportation services for employees of TPT at Richards Bay for a one-month period.
• Adherence to specified routes, shift patterns, and schedules as detailed in the scope documents.
• Provision of a fleet comprising 10 x 65-seater buses, 3 x 35-seater minibuses, 11 x 22-seater taxis, and 6 x 13-seater taxis.
• Compliance with safety, legal, and statutory requirements, including vehicle licensing, insurance, and driver qualifications.
• Coordination with TPT for route planning, scheduling, and reporting.

Technical Requirements

The technical requirements include:

• Provision of vehicles that are fit for passenger transportation, properly licensed, roadworthy, and insured (public liability insurance of R50 million per occurrence).
• Drivers must have valid Professional Drivers Permits (PDP), be medically fit, sober, and free from night blindness or medical conditions affecting driving.
• Vehicles must comply with all relevant legislation, safety standards, and TPT security protocols, including access permits and safety markings.
• Adherence to designated routes, schedules, and shift patterns, with flexibility for rescheduling where possible.
• Provision of emergency contact details, safety procedures, and incident reporting protocols.
• Regular reporting on vehicle status, driver conduct, and incidents, including accident procedures and safety SOPs.

Skills and Competency Requirements

The service provider and drivers must demonstrate:

• Experience in employee transportation services, with at least two (2) references from previous clients in the last five (5) years.
• Provision of a fleet that meets the minimum quantity and capacity specifications, owned or leased, with supporting documentation.
• Compliance with legal and safety standards, including vehicle licensing, insurance, and driver qualifications.
• Ability to develop and implement a business continuity and strike management plan, including emergency response and staff coordination.
• Proven geographical proximity to the TPT Richards Bay site, with a functional office within 100 km radius.
• Capability to manage route scheduling, vehicle maintenance, and safety protocols effectively.
