Objectives

The primary objective of this tender is to procure services for the renovation of toilet facilities within the Conference Centre at the NHLS Main Building, Sandringham Campus. The project aims to upgrade and refurbish existing toilet amenities to meet current standards and operational needs, ensuring improved hygiene, safety, and functionality.

Scope

The scope of work includes:

• Full refurbishment of specified toilet blocks, including demolition, plumbing, wall and floor finishes, partitioning, electrical work, fixtures, and accessories.
• Removal and replacement of tiles, fixtures, and fittings such as toilets, basins, mirrors, and lighting.
• Preparation of surfaces, including repairs to cracks, mortar joints, and wall surfaces.
• Installation of new ceramic and marble-look tiles on floors and walls, with appropriate edging and grouting.
• Provision of all labour, materials, tools, supervision, and related services necessary for complete renovation.
• Exclusions include major structural changes, external landscaping, and electrical supply upgrades outside the ablution area.

Technical Requirements

The technical requirements specify:

• Use of ISO 9001 accredited materials and products.
• Application of approved standards for tiling, plumbing, electrical, and finishing works.
• Compliance with health and safety regulations, including the submission of a safety file prior to commencement.
• Work to be carried out in phases, respecting the operational status of the NHLS facilities, including after-hours work if necessary.
• Adherence to specifications for tile sizes, grout, fixtures, and finishes as detailed in the Bill of Quantities and specifications.
• Provision of certificates of compliance for plumbing and other relevant works upon completion.

Skills Requirements

The tender requires bidders to demonstrate:

• CIDB registration in the grading designation 2GB or higher.
• Proven experience in similar refurbishment projects, supported by references and completed project documentation.
• Availability of qualified and experienced project managers, supervisors, and tradesmen, including certified plumbers and skilled workers.
• Capability to manage project timelines, safety, and quality standards effectively.
• Ability to coordinate with NHLS facilities management and adhere to site safety and operational protocols.
• Provision of relevant certifications, such as plumbing trade tests and project management qualifications.
