Objectives

The primary objective of this tender is to engage a reputable service provider to deliver satellite monitoring services for Safcol plantations over a three-year period. The service aims to provide real-time feedback, monitor timber theft, fire incidents, pest and disease issues, and support formulation of solutions to safeguard plantations.

Scope

The scope of work includes:

• Executing all operations according to industry norms and guidelines.
• Implementing a fire monitoring system to track progress and protection status, including fire patterns and other causes.
• Monitoring weed status in young compartments (1-5 years).
• Covering a total area of approximately 189,541 hectares, including both commercial and non-commercial zones.
• Providing resolution imagery and technical reports during the contract period.
• Delivering data and reports for specified regions and plantations, with shapefiles to be handed over to the successful bidder.

Technical Requirements

The technical specifications for the satellite monitoring services include:

• Fire break monitoring system showing progress and protection status.
• Detection and analysis of fire patterns across various plantations.
• Monitoring weed status in young compartments (1-5 years).
• Coverage of designated plantation regions with specific geographic coordinates.
• Provision of high-quality imagery, dashboards, alerts, and shapefiles.
• Regular weekly analysis, including NDVI and other indices, with detailed reporting.
• Qualified project management with expertise in GIS, remote sensing, forestry, and environmental science.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in satellite imagery acquisition and processing, with reference letters indicating 6 months to over 3 years of relevant experience.
• Capability to develop and implement detailed project plans, including weekly monitoring methodologies and reporting formats.
• Qualified project managers with expertise in GIS, remote sensing, forestry, and environmental sciences.
• Ability to provide technical reports, dashboards, and maps with high-quality imagery and visual summaries.
• Experience in managing large-scale satellite monitoring projects over multiple regions and years.
• Compliance with all legal, security, and confidentiality requirements, including security clearances and non-disclosure agreements.
