Objectives

The primary objective of this tender is to appoint qualified service providers to establish a construction panel that will deliver road maintenance, stream crossing assessments, and related civil works for SAFCOL's plantations over a three-year period. The panel aims to improve, protect, and extend the lifespan of SAFCOL’s road network assets, support sustainable forestry operations, and ensure compliance with environmental and FSC certification standards.

Scope

The scope of work includes:

• Provision of construction and maintenance services for forestry roads across various regions in South Africa, including rehabilitation of tared roads and stream crossings.
• Delivery of services at designated operational areas, considering geographical regions such as Makhado, Tzaneen, Hazyview, Sabie, Nelspruit, Barberton, Nongoma, and others.
• Adherence to specifications issued via SAFCOL’s RFQ/closed bid procurement process, aligned with the annual procurement plan.
• Compliance with special conditions, legislation, and environmental standards during service delivery.

Technical Requirements

The technical requirements include:

• Provision of equipment such as TLBs, tipper trucks, motor graders, and water tankers (minimum 10,000 liters), with proof of ownership or lease agreements.
• Compliance with technical specifications for pipe culverts (e.g., 700mm HDPE structured pipes), and submission of signed confirmation letters on supplier letterhead.
• Adherence to SAFCOL’s safety, health, environment, and quality (SHEQ) standards, including valid membership certificates and proof of compliance.
• Availability of qualified personnel, including project managers and site agents with relevant civil engineering qualifications and ECSA registration.
• Provision of insurance cover, security clearances, and compliance with occupational health and safety legislation.

Skills Requirements

The skills and qualifications required from bidders include:

• Relevant experience in roads, stormwater, civil works, or maintenance projects, demonstrated through appointment letters and completion certificates.
• Qualified personnel with a minimum of a National Diploma or higher in Civil Engineering, and registration with the Engineering Council of South Africa (ECSA) where applicable.
• Experience of project managers and site agents with at least 1-3 years (for lower CIDB grades) or 4+ years (for higher CIDB grades) in construction projects.
• Proven capability to supply and operate necessary plant/equipment, supported by proof of ownership or lease agreements.
• Compliance with SHEQ standards, supported by membership certificates and contactable references.
