Objectives

The primary objective of this tender is to appoint a panel of external water suppliers to provide, deliver, and off-load potable water to the University of Johannesburg's various campuses on an ad hoc basis. The university aims to address water shortages by establishing a reliable supply chain for potable water, ensuring compliance with statutory standards, and maintaining water quality. The contract will initially be for 12 months, with possible extensions based on the university's needs.

Scope

The scope of the tender includes:

• Supply, delivery, and off-loading of potable water to designated water storage tanks across all university campuses: Auckland Park Kingsway (APK), Auckland Park Bunting (APB), Doornfontein (DFC), Soweto (SWC), and surrounding buildings.
• Ad hoc delivery of approximately 800,000 liters of water per request per day.
• Water source plant must be within a 50 km radius of the APK campus.
• Delivery within 30 minutes of request, with prior notice and reasonable timeframes.
• Ensure water quality standards are met, including compliance with SANS 241, National Water Act, and Water Services Act.
• Regular testing and submission of water quality reports, and regular cleaning and testing of trucks.

Technical Requirements

The technical specifications and requirements include:

• Conformance to statutory standards such as SANS 241, National Water Act, and Water Services Act.
• Provision of water testing reports and proof of water quality compliance.
• Ownership or rental agreements for water trucks with adequate capacity and registration.
• Water source must be reliable, adequate, and within the specified radius.
• Loading bays must accommodate trucks comfortably.
• Installation of adequate water filtration systems.
• Provision of sufficient secure storage tanks capable of handling bulk orders of 1,000,000 liters.
• Regular water quality testing on-site with documented proof.

Skills and Experience Requirements

Bidder qualifications include:

• Proof of business address and water plant location.
• Demonstrated compliance with statutory standards (SANS 241, Water Act, Water Services Act).
• Ownership or rental agreements for water trucks and storage tanks.
• Experience in similar projects, supported by appointment letters, purchase orders, and reference contacts.
• Evidence of previous orders and delivery reports.
• Security measures to protect water infrastructure.
• Capacity to deliver the required volume within the specified timeframe.
• Ability to meet the functionality threshold of 70 points in the evaluation process, including site inspection criteria such as location, security, water source, loading capacity, filtration, storage, and water quality testing.
