Objectives

The primary objective of this tender is to solicit proposals for the supply and delivery of padlocks to NTCSA. The tender aims to establish a contractual agreement with a qualified supplier that meets technical, quality, and compliance standards, ensuring the provision of secure padlocks that adhere to specified standards and requirements.

Scope

The scope encompasses the supply and delivery of various types of padlocks, including security padlocks, shutter padlocks, and other specified variants, in accordance with the technical specifications and standards outlined in the tender documents. The scope also includes compliance with local content and production requirements, quality assurance, and adherence to delivery timelines.

Technical Requirements

• Supply of padlocks that meet the specifications outlined in the tender, including features such as key retaining, construction material (e.g., stainless steel), and security standards (e.g., standard 240-142648728).
• Guarantees of product quality, including proof of insurance grading, key retention features, and adherence to Eskom product standards.
• Provision of certificates for local content, local production, and compliance with technical specifications (e.g., SATS 1286:2011).
• Ability to deliver within specified lead times (e.g., one month or less).
• Provision of quality assurance documentation, including test reports and certification from recognized institutions.
• Compliance with safety, health, and environmental standards as specified in contractual and legal requirements.

Skills and Capabilities Requirements

• Proven experience in manufacturing or supplying padlocks and related security hardware, with references to current or recent contracts (not older than 12 months).
• Capability to manufacture or supply the specified goods, supported by relevant certifications or supplier agreements with manufacturers.
• Demonstrated ability to deliver products within the required lead times and in the specified quantities.
• Compliance with quality assurance standards, including certification from recognized testing bodies.
• Ability to provide local content declarations, certificates, and supporting documentation as per the requirements.
• Financial stability evidenced by audited financial statements for the past 18 months or relevant period.
• Legal and technical capacity to meet contractual obligations, including necessary licenses, permits, and registrations.
• Experience in managing supply chain logistics, including import/export procedures if applicable.
