Objectives

The primary objective of this tender is to appoint a Service Provider to perform mechanical engineering work on a multi-disciplinary project involving repair and maintenance of the Local Resource Centre (LCRC) in various locations within the Free State, including Bloemfontein, Bethlehem, Phuthaditjaba, Thaba Nchu, Welkom, and Sasolburg.

Scope

The scope encompasses a comprehensive range of services as defined in the 2023 NDPWI Scope of Engineering Services and Tariff of Fees, including:

• Preliminary investigations, feasibility studies, and assessments.
• Design development stages: inception, preliminary, detailed, and final design.
• Preparation of procurement and construction documentation.
• Construction monitoring and contract administration.
• Close-out and project completion activities.
• Additional services such as environmental impact assessments, targeted procurement, and other supplementary tasks.

The project involves repair and maintenance works with a project cost estimate of R5,563,459, scheduled over phases including planning, procurement, construction, and close-out, with specific milestones and deliverables at each stage.

Technical Requirements

The technical requirements include:

• Provision of professional mechanical engineering services aligned with the standards set out in the 2023 NDPWI Scope of Engineering Services.
• Design and documentation compliant with local authority and statutory regulations, environmental standards, and safety legislation (e.g., Occupational Health and Safety Act).
• Coordination with other disciplines and service providers, including electrical, structural, civil, and environmental specialists.
• Implementation of energy-efficient, environmentally sustainable, and "green" design solutions.
• Adherence to project milestones, reporting, and approval procedures.
• Provision of construction supervision, quality assurance, and project close-out documentation.

Skills Requirements

The tenderer must demonstrate:

• Full professional registration with the Engineering Council of South Africa (ECSA) as a Mechanical Engineer or Technologist.
• Experience in mechanical engineering design, documentation, and project management for similar repair and maintenance projects.
• Capability to provide qualified Key Persons and technical staff with relevant experience and professional registration.
• Proven ability to coordinate multi-disciplinary teams and manage complex projects within specified timeframes and budgets.
• Knowledge of local legislation, standards, and environmental regulations applicable to engineering projects in South Africa.
• Capacity to deliver innovative, energy-efficient, and sustainable design solutions.
• Experience in construction supervision, contract administration, and project close-out procedures.
