Objectives

The primary objective of this tender is to appoint a Service Provider to perform mechanical engineering work on a multi-disciplinary project involving repair and maintenance of the Local Civil Repair Centre (LCRC) in multiple locations within the Free State. The services aim to ensure the successful planning, design, documentation, procurement, construction supervision, and close-out of the project, with a focus on energy efficiency, environmental sustainability, local content, and targeted procurement goals.

Scope

The scope encompasses a comprehensive range of engineering services, including:

• Preliminary investigations, feasibility studies, and assessments.
• Concept and detailed design development for mechanical systems.
• Preparation of construction and procurement documentation.
• Procurement support and tender evaluation assistance.
• Construction administration, supervision, and inspection.
• Project close-out, final account, and handover documentation.
• Additional services such as construction monitoring, occupational health and safety compliance, environmental impact assessments, and targeted procurement.

The project involves multiple locations: Bloemfontein, Bethlehem, Phuthaditjaba, Thaba Nchu, Welkom, and Sasolburg, with an estimated project cost of R5,563,459. The services are to be delivered over various stages, from inception to close-out, within specified timeframes.

Technical Requirements

• Provision of professional mechanical engineering services aligned with the 2023 NDPWI Scope of Engineering Services and Tariff of Fees.
• Design of energy-efficient and environmentally sustainable mechanical systems, incorporating "green" design principles.
• Preparation of detailed design drawings, specifications, and cost estimates compliant with local authority requirements.
• Coordination with other disciplines and service providers, including electrical and structural engineers.
• Implementation of quality assurance systems and adherence to applicable legislation, standards, and environmental regulations.
• Provision of construction monitoring, site supervision, and health and safety compliance services.
• Support for targeted procurement and compliance with socio-economic goals.
• Use of compatible software applications for project documentation and programming.

Skills Requirements

The tenderer must demonstrate:

• Registration and professional standing with the Engineering Council of South Africa (ECSA) as a registered professional mechanical engineer or technologist.
• Proven experience in mechanical engineering design, documentation, and project management for similar projects, preferably within the public sector.
• Capability to deliver energy-efficient, sustainable, and environmentally friendly mechanical systems.
• Ability to coordinate multidisciplinary services and manage complex construction projects.
• Qualified personnel with appropriate experience in construction supervision, health and safety, and environmental compliance.
• Capacity to meet project timelines, budget constraints, and socio-economic targets, including black ownership and targeted procurement goals.
• Provision of key personnel CVs, professional registration certificates, and proof of relevant experience and qualifications.
• Demonstrated financial stability and professional indemnity insurance coverage as specified in the tender documentation.
