Objectives

The primary objective of this tender is to select a qualified Contractor or Service Provider to supply comprehensive security services at Olien Substation. The evaluation aims to ensure that the submitted environmental documentation and management systems comply with specified standards, thereby supporting Eskom's environmental and safety commitments.

Scope

The scope encompasses the provision of security services including guarding, patrols, and related security infrastructure at the Olien Substation. It also involves adherence to environmental management requirements, waste management, and safety standards as detailed in the tender documentation. The scope further includes the supply of equipment, personnel, and management plans necessary for effective security operations.

Technical Requirements

The technical requirements are divided into several key areas:

• Environmental Management System (EMS): Documentation demonstrating an EMS manual, environmental policy, objectives, roles, communication, emergency preparedness, and performance evaluation.
• Environmental Management Programme (EMPr): Evidence of procedures for handling hazardous substances, site establishment, water and land management, wildlife interaction, and resource competence.
• Waste Management Plan: Documented plan covering waste types, legislation compliance, segregation, handling, and reporting.
• Aspect and Impact Register: Project-specific register identifying environmental aspects and impacts with ratings.
• Additional Environmental Requirements: Items such as environmental bill of quantities, environmental proforma, and compliance obligations.

Skills Requirements

The tender specifies the need for personnel with appropriate training and competencies, including:

• Proof of training and skills of persons performing significant activities, supported by a training matrix.
• Environmental monitoring and incident management responsibilities assigned to qualified personnel with a relevant qualification (e.g., National Diploma, Degree in Environmental Sciences/Management, or Nature Conservation).
• For low-risk projects, an environmental representative with two weeks of environmental training may suffice.

Additionally, personnel involved in environmental monitoring must have the necessary CVs and competencies to ensure compliance and effective management of environmental aspects related to the security services.
