Objectives

The primary objective of this tender is to procure a qualified service provider to detect and map existing underground services within the Port of East London. The collected data will support the detailed design of water and sewer reticulation networks, which are reaching the end of their service life. Accurate identification and documentation of underground utilities are essential to ensure safe excavation, infrastructure upgrades, and operational efficiency.

Scope

The scope of work includes:

• Non-intrusive detection of underground services across the entire port area (~138.575 hectares), covering all relevant infrastructure such as electrical cables, water, sewer, stormwater, gas, petroleum, telecommunications, and other utilities.
• Identification of the route, depth, invert levels, and critical variations of each service, with GPS coordinates (WGS84-Lo27) at 2-minute intervals along routes and junctions.
• Provision of comprehensive survey reports, AutoCAD and PDF drawings, and Excel/CSV files detailing service locations, types, diameters, materials, flow directions, and depths.
• Mapping of service tunnels in 3D, including a detailed survey methodology emphasizing non-destructive techniques such as Ground Penetrating Radar, with provisions for invasive methods if unavoidable.
• Use of CAD standards and layers as specified, with all drawings scaled and labelled appropriately.
• Coordination with port operations to ensure minimal disruption, including traffic management and safety compliance.
• Rehabilitation of any invasive work areas to their original condition post-survey.

Technical Requirements

• Use of non-intrusive detection methods (e.g., Ground Penetrating Radar) with minimal excavation; invasive methods permitted only if necessary, with rehabilitation responsibilities.
• Survey to be conducted in accordance with TNPA CAD Standards and standards such as COLTO TMH11, with all drawings in AutoCAD and PDF formats, layered and colour-coded as specified.
• GPS coordinates in WGS84-Lo27, with positional accuracy of ±30mm and depth accuracy of ±10mm.
• Identification and classification of underground services, including manholes, sumps, and service junctions, with detailed route, depth, and flow information.
• Provision of a survey methodology that ensures safety, accuracy, and compliance with environmental and health regulations.
• Preparation of a comprehensive survey report, including methodology, findings, limitations, and constraints.

Skills Requirements

• Registered Professional Land Surveyor with at least 5 years post-registration experience, registered with the South African Geomatics Council (SAGC).
• Certified Utility Detection Technician with at least 5 years post-certification experience, certified by the Original Equipment Manufacturer (OEM) of detection equipment.
• Candidate Civil Engineer registered with the Engineering Council of South Africa (ECSA), with at least 5 years of experience, to assist with civil service identification and validation.
• Proven experience in detection and mapping of underground services, with a minimum of three completed projects of similar scope and complexity.
• Ability to develop and implement a non-intrusive survey methodology, including the use of advanced geophysical techniques.
• Competence in CAD drafting, GIS, and data management, adhering to specified standards and layers.
• Strong coordination, safety, and environmental management skills to operate within an active port environment.
