Objectives

The primary objective of this tender is to appoint a Service Provider to perform quantity surveying services for the repair and refurbishment of the Ficksburg Magistrates Office. The scope includes comprehensive management of costs, estimates, contract administration, and coordination with other engineering disciplines to ensure the successful completion of the project within specified parameters.

Scope

The scope encompasses full quantity surveying services for the repair and renovation of a one-storey Magistrate office block and associated buildings. Specific tasks include:

• Preparation of estimates and bills of quantities for all work, including electrical and mechanical engineering components.
• Administration of the construction contract, including interim and final payments.
• Evaluation of tenders and procurement processes.
• Measurement and certification of electrical and mechanical works by qualified engineers.
• Coordination with multidisciplinary teams such as architects, engineers, and other specialists.
• Monitoring project progress, reporting, and final account preparation.
• Ensuring compliance with relevant legislation, standards, and environmental sustainability principles.

Technical Requirements

The technical requirements include:

• Provision of comprehensive quantity surveying services as per the latest standards and guidelines (QS 001, CIDB, and relevant manuals).
• Coordination with electrical and mechanical engineers for measurement, certification, and variation management.
• Adherence to project milestones, including appointment of consultants, design approval, and construction phases.
• Implementation of labour-intensive construction strategies where applicable, with compliance to EPWP guidelines.
• Use of compatible software applications for project programming and documentation.
• Provision of progress reports, cost control, and final account documentation.
• Compliance with all applicable legislation, standards, and environmental sustainability practices.

Skills Requirements

The tenderer must demonstrate:

• Professional registration with the South African Council for the Quantity Surveying Profession (or equivalent for multidisciplinary practices).
• Experience in managing similar refurbishment projects, particularly in the public sector.
• Qualified and experienced human resources, including key personnel such as registered quantity surveyors, electrical and mechanical engineers, and project managers.
• Capability to coordinate multidisciplinary teams and manage contract administration effectively.
• Proven ability to apply cost control, measurement, and certification procedures in line with national standards.
• Knowledge of relevant legislation, environmental standards, and labour-intensive construction methods.
• Ability to provide comprehensive reports, documentation, and project management support throughout all project phases.
