Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver hygiene maintenance and waste disposal services across the OR Tambo District for a period of 12 months. The service aims to ensure hygienic standards are maintained in specified facilities, including the provision of necessary equipment, consumables, and maintenance services, in accordance with the department’s specifications and service level agreements.

Scope

The scope of work includes:

• Supply and maintenance of all required hygiene equipment, such as sanitary bins (pedal touch-free models), including installation and regular servicing.
• Provision of hygiene consumables like bin liners and sanitary bags.
• Regular cleaning, emptying, and disposal services for designated facilities including Mthatha, Libode, Qumbu, Port St Johns, Lusikisiki depots, and others.
• Staff training on equipment operation and hygiene standards.
• Adherence to specified service intervals (bi-monthly or twice a month).
• Compliance with quality standards, safety, and health regulations.

Technical Requirements

The technical requirements specify that:

• The service provider must supply all necessary equipment, which remains the property of the Department.
• All equipment must meet specified dimensions, capacity (22L), and safety standards, and be similar or better than the specified brands (e.g., Quartz or Sanisoc systems).
• Service intervals must be maintained as per the schedule, with prompt response to maintenance or repair needs.
• All hygiene consumables must be firm, inclusive of all costs, and compliant with quality standards.
• The provider shall ensure safe handling, proper installation, and compliance with health and safety regulations.
• Service level agreements will include penalties for non-compliance, such as failure to remove waste or deliver consumables on time.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in providing hygiene maintenance and waste disposal services, with references for similar projects.
• Technical capability to supply, install, and maintain hygiene equipment, including knowledge of relevant standards and safety protocols.
• Financial capacity to sustain the contract, supported by proof of financial stability and bank ratings.
• Compliance with legal and tax obligations, including registration on the Central Supplier Database (CSD) and SARS tax compliance.
• Ability to provide trained personnel capable of executing hygiene services efficiently and safely.
• Knowledge of local content requirements and the ability to meet specified local procurement and employment goals.
