Objectives

The primary objective of this tender is to appoint a Service Provider to perform mechanical engineering work for the Emalahleni (Witbank) Labour Building Provincial Office. The scope includes the installation of two 5000L water tanks with pumps on the ground floor and the supply of a fresh air handler in the main boardroom, ensuring compliance with relevant standards and regulations.

Scope

The scope of services encompasses:

• Provision of comprehensive mechanical engineering services as defined in the 2023 NDPWI Scope of Engineering Services.
• Design, documentation, procurement, and construction monitoring for the installation of water tanks, pumps, and air handling units.
• Coordination with other disciplines and service providers, including electrical and structural engineers.
• Compliance with environmental, health, safety, and legislative requirements.
• Preparation of reports, drawings, specifications, and cost estimates at various project stages.
• Construction supervision, quality assurance, and project close-out activities.

Technical Requirements

The technical requirements include:

• Design and detailed documentation for the installation of 2 x 5000L water tanks with pumps.
• Supply and installation of a suitable fresh air handler in the main boardroom (C41).
• Adherence to relevant standards, including environmental and occupational health and safety legislation.
• Use of locally manufactured materials and energy-efficient, environmentally friendly design solutions.
• Provision of construction monitoring at Level Two (full-time) as specified.
• Preparation of all necessary technical drawings, specifications, and procurement documentation.
• Implementation of quality assurance and safety management systems.
• Coordination with other project team members and authorities for approvals and inspections.

Skills Requirements

The skills and qualifications required from the Service Provider and key personnel include:

• Registration and professional standing with the Engineering Council of South Africa (ECSA) as a registered professional mechanical engineer or technologist.
• Proven experience in mechanical engineering design, installation, and project management for similar building services projects.
• Demonstrable competence in designing water supply systems, pump installations, and air handling units.
• Experience in construction supervision, quality assurance, and health and safety compliance.
• Capability to produce detailed technical drawings, specifications, and cost estimates.
• Ability to coordinate multidisciplinary teams and liaise with authorities for approvals.
• Knowledge of local standards, environmental sustainability practices, and energy-efficient design principles.
• Provision of CVs, professional registration certificates, and proof of relevant project experience for key personnel.
