Objectives

The primary objective of this tender is to appoint a service provider responsible for installing vending machines in state-owned facilities across the Eastern Cape Province. The initiative aims to promote youth and disability empowerment by encouraging participation of youth-owned and disability-inclusive enterprises in vending opportunities. Additionally, the project seeks to generate revenue for the Department of Public Works & Infrastructure through leasing of space within various facilities.

Scope

The scope includes:

• Leasing space within designated state-owned facilities for vending machine installation.
• Provision, installation, and maintenance of vending machines offering snacks, non-alcoholic beverages, and other approved items.
• Site visits to confirm space availability and compliance with departmental standards.
• Delivery, installation, and operational setup of vending equipment within 60 days of contract signing.
• Ongoing maintenance, repairs, and prompt response to equipment issues.
• Monthly revenue reporting and remittance to the Department.
• Ownership of vending machines remains with the service provider upon contract termination.

Technical Requirements

The technical specifications include:

• Provision of new or like-new vending equipment approved by the Department and compliant with Occupational Health and Safety standards and South African Bureau of Standards (SABS).
• Equipment must be attractive, secure, and present a professional appearance aligned with national advertising standards.
• Delivery and installation within 60 days of lease agreement signing.
• Equipment must be capable of operating effectively in the designated environments.
• Prompt maintenance and repairs, with response times within 24 hours of notification.
• Monthly revenue reporting, including vending machine details, location, and amount due.

Skills and Competency Requirements

The bidder must demonstrate:

• Experience in installing and maintaining vending machines in similar settings.
• Capacity to deliver and install equipment within stipulated timelines.
• Ability to provide ongoing maintenance, repairs, and technical support.
• Knowledge of occupational health and safety standards and compliance with SABS specifications.
• Empowerment of youth and persons with disabilities, evidenced through ownership and participation in the enterprise.
• Financial capacity to handle lease payments, equipment procurement, and maintenance costs.
• Compliance with tax and legal requirements, including registration on the Central Supplier Database (CSD).
