Objectives

The primary objective of this tender is to procure Trial Frames that meet specified technical and quality standards for use in regional and tertiary hospitals within KwaZulu-Natal. The procurement aims to ensure the supply of fully adjustable, high-quality optometric equipment that complies with national specifications, supports clinical testing, and enhances optometric services.

Scope

The scope of the tender includes the supply, delivery, installation, testing, calibration, and commissioning of:

• Adult trial frames (fully adjustable)
• Paediatric trial frames (half-eye, adjustable)
• Lens sets (minimum 250 lenses, metal rims, stored in a sturdy wood case)
• Cross cylinders (large aperture, metal rimmed, scratch resistant, various diopters)
• Magnification loupes (medical quality, adjustable, with accessories)
• LED vision charts (remote-controlled, adjustable, with multiple testing modes)

The supply also includes necessary accessories, optional add-ons, spare parts, manuals, training, and maintenance support as specified in the technical requirements.

Technical Requirements

The equipment must adhere to the following specifications:

• Trial frames must be fully adjustable for adult and paediatric use.
• Lens sets should contain at least 250 premium lenses with large apertures, housed in a solid wood case.
• Cross cylinders must have large apertures, metal rims, and be scratch resistant, with diopters: 0.25, 0.50, 1.00, 2.00.
• Magnification loupes must be of medical quality, adjustable, with built-in LED illumination, and supplied with accessories.
• LED vision charts must be remote-controlled, capable of testing acuity, colour vision, stereopsis, and other optometric functions.
• All equipment must comply with relevant safety standards (IEC 60601-1), be CE certified, and operate on 220V, 50Hz mains power with hospital-grade plugs.
• Guarantee/Warranty: Minimum 24 months, with provisions for maintenance, repairs, and spare parts availability for at least 10 years.
• Equipment must be supplied with manuals, calibration software, and support documentation at no extra cost.

Skills Requirements

The successful bidder must demonstrate the following skills and capabilities:

• Provision of trained technicians with manufacturer certification for installation, calibration, maintenance, and repairs.
• Availability of a well-established service and repair facility within KwaZulu-Natal.
• Ability to provide comprehensive training to Health Technology Services staff on equipment operation, calibration, and maintenance.
• Supply of spare parts, accessories, and technical support throughout the equipment's lifecycle.
• Capability to conduct acceptance testing, site installation, and demonstration to end-users.
• Compliance with safety, electrical, and environmental standards, including Hazardous Substances licensing if applicable.
