Objectives

The primary objective of this tender is to procure employee transportation services for Transnet Port Terminals (TPT) for a duration of one month. The services aim to ensure reliable, safe, and efficient transport of employees to and from their residences to TPT facilities across various shifts, supporting operational efficiency and punctuality.

Scope

The scope includes:

• Provision of transportation services for employees across specified routes within Richards Bay and surrounding areas.
• Support for ad-hoc transportation requests beyond the regular routes.
• Provision of vehicles that are licensed, roadworthy, and suitable for passenger transport.
• Implementation of shift-specific transportation schedules, including designated routes and employee groupings.
• On-site supervision and management of transport operations, including vehicle inspections, safety compliance, and reporting.
• Adherence to safety, health, and statutory requirements, including insurance, licensing, and legal compliance.
• Business continuity planning, strike management, and contingency measures.

Technical Requirements

The technical scope mandates:

• Vehicles must be properly licensed, registered, and roadworthy, designed specifically for passenger transport.
• All vehicles should be fitted with GPS/Tracker systems and communication devices.
• Drivers must hold valid public drivers’ permits, have clean criminal records, and be medically fit.
• Vehicles must be insured with minimum coverage including passenger liability (R500,000 per passenger), asset protection, and general liability (R10 million per occurrence).
• Service provider must have a Business Continuity Plan, including strike management, emergency protocols, and operational risk mitigation.
• Vehicles must operate within designated routes, with adherence to shift patterns and schedules.
• Compliance with all statutory and safety regulations, including health, safety, and environmental laws.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience in providing employee transportation services, supported by trade references from previous clients within the last five years.
• Capability to supply a minimum fleet of vehicles, including 10 x 65-seater buses, 3 x 35-seater minibuses, 11 x 22-seater taxis, and 6 x 13-seater taxis.
• Qualified and trained drivers with valid licenses and permits, and a clean safety record.
• Operational capacity to manage vehicle maintenance, safety inspections, and compliance documentation.
• Ability to develop and implement comprehensive Business Continuity and Strike Management Plans.
• Proficiency in safety management, including accident procedures, safety audits, and emergency response protocols.
