Objectives

The primary objective of this tender is to establish a 3-year contract for maintenance and repairs of HVAC and refrigeration systems at Howick Mortuary, ensuring reliable operation, compliance with standards, and effective management of the facilities' climate control and refrigeration needs.

Scope

The scope includes:

• Implementation of preventative maintenance for air-conditioning and refrigeration systems as detailed in the specifications.
• Responding to unplanned plant breakdowns (corrective maintenance and occurrence management).
• Provision of skilled technicians, tools, and equipment for scheduled and emergency repairs.
• Adherence to site-specific regulations, safety standards, and statutory requirements.

Technical Requirements

The technical scope encompasses:

• Maintenance of HVAC systems including split units, ventilation fans, and associated controls.
• Servicing of refrigeration units, mortuary cabinets, cold rooms, and freezers with specified frequencies (quarterly, bi-annual, annual).
• Compliance with relevant standards such as SANS, ISO, and local regulations.
• Provision of qualified personnel, including registered plant technicians and certified welders.
• Use of approved, new, and compliant spare parts and materials.
• Testing, commissioning, and certification of repaired or new installations.
• Adherence to safety, health, and environmental regulations, including the Occupational Health and Safety Act.

Skills and Skills Requirements

The tenderer must demonstrate:

• Experience in HVAC and refrigeration maintenance, preferably with similar facilities.
• Qualified personnel, including:
• Artisans and technicians with recognized trade tests or NQF Level 4 qualifications.
• Certified SAQCC Gas and SARACCA registered professionals (Category B).
• Coded welders with valid certificates.
• Capability to operate Building Management Systems (BMS) if installed.
• Proven track record in managing preventative and corrective maintenance projects.
• Ability to provide detailed reports, maintenance schedules, and compliance documentation.
• Knowledge of relevant legislation, safety standards, and environmental regulations.
• Capacity to mobilize resources promptly and respond to emergency breakdowns within specified timeframes.
