Objectives

The primary objective of this tender is to secure a service provider for the provision of comprehensive cleaning and hygiene services at the Umgungundlovu District Office. The services aim to maintain cleanliness, hygiene, and sanitation standards within the premises, including offices, ablution facilities, and associated areas, over a contract period of 12 months.

Scope

The scope encompasses:

• Provision of day-to-day cleaning and hygiene services for the District Office facilities.
• Cleaning of offices, ablution facilities, toilets, and associated areas on specified floors.
• Provision and maintenance of hygiene consumables such as sanitary bins, bins, mops, swabs, disinfectants, and cleaning agents.
• Regular waste disposal, including emptying, disinfecting, and deodorizing bins.
• Cleaning of building exteriors, parking areas, gutters, and external surroundings.
• Provision of trained cleaning staff, cleaning equipment, and materials for the duration of the contract.

Technical Requirements

The technical requirements include:

• 12-month contract for daily cleaning and hygiene services.
• Use of approved, SABS-compliant cleaning agents and disinfectants.
• Supply of all cleaning equipment and consumables, except for items like toilet paper, paper towels, and pedal bins which are supplied by the department.
• Adherence to infection prevention and control guidelines, including the use of color-coded cleaning tools and PPE.
• Provision of sufficient staff (minimum of 4 full-time cleaners) attending five days a week, Monday to Friday, from 06h00 to 14h00.
• Regular cleaning schedules for floors, walls, windows, furniture, and fixtures, with specified frequencies (daily, weekly, monthly, biannual).
• Proper waste management, including the disposal of sanitary waste and general refuse off-site weekly.
• Compliance with all relevant health, safety, and environmental standards.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning and hygiene services in similar government or large institutional settings, evidenced by previous orders or contracts.
• Capability to supply trained, competent cleaning staff familiar with infection control procedures, PPE use, and environmental cleaning standards.
• Knowledge of and compliance with health and safety regulations, including the handling of cleaning chemicals and waste management.
• Ability to provide and maintain all necessary cleaning equipment, tools, and materials as specified.
• Capacity to adhere to strict schedules and quality standards, including regular inspections and reporting.
• Proficiency in maintaining hygiene standards that meet or exceed SABS and health department requirements.
