Objectives

The primary objectives of the tender are to:

• Appoint a suitably qualified service provider to supply, deliver, and offload fertilizer and fertilizer supplements across all KZN districts.
• Ensure the effective, efficient, and timely supply of fertilizer to resource-poor and emerging farmers.
• Create sustainable food production in rural communities facing poverty.
• Support the development of sustainable fertilizer suppliers as part of broader socio-economic transformation in agriculture.

Scope

The scope of the tender includes:

• Supply, delivery, and offloading of various fertilizers, lime, gypsum, and micronutrients as specified in the detailed specifications.
• Provision of fertilizer products such as ammonium nitrate, ammonium sulphate nitrate, urea, potassium nitrate, potassium chloride, monoammonium phosphate, diammonium phosphate, superphosphates, and NPK blends.
• Supply of micronutrients including molybdate, iron sulphate, manganese sulphate, zinc sulphate, solubor, and copper sulphate.
• Provision of specialty products including foliar feeds and liquid formulations.
• Delivery to various departmental offices and beneficiary farmsteads within specified districts and addresses.

Technical Requirements

The technical requirements include:

• Fertilizer products must comply with SABS specifications and be inspected accordingly.
• All fertilizers and supplements must be registered under the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act (Act No 36 of 1947) with valid certificates of registration and certificates of analysis.
• Products must be delivered in specified packaging with clear labeling, including manufacturer details, description, lot number, expiry date, and measure unit.
• Delivery must be made within the stipulated delivery period, with all deliveries accompanied by delivery notes and compliant packaging.
• Quality control measures include random inspections and sampling upon delivery to verify quantity and quality.
• Delivery performance will be monitored, and subsequent orders depend on proven delivery competence.

Skills Requirements

The skills and capabilities required from the service provider include:

• Experience in supplying and delivering large quantities of fertilizers, with proven previous projects exceeding R2 million in value.
• Financial capacity demonstrated through access to credit facilities or bank balances of at least R15 million.
• Transportation resources capable of delivering a minimum of 100 tons of fertilizer daily, including at least three 34-ton trucks.
• Knowledge of fertilizer registration, compliance with legal standards, and quality assurance processes.
• Ability to coordinate logistics efficiently within specified districts and delivery timelines.
• Understanding of procurement procedures, documentation, and adherence to health, safety, and environmental standards.
