Objectives

The primary objective of this tender is to appoint a service provider for the supply, delivery, and off-loading of antemortem blood alcohol kits. These kits are essential operational tools for law enforcement to support road safety initiatives, particularly in the enforcement of DUI laws and prosecution of related offenses. The aim is to ensure a reliable supply of high-quality, compliant blood collection kits to enhance the department’s capacity to gather admissible evidence, conduct effective enforcement, and reduce alcohol-related road incidents.

Scope

The scope of the tender includes:

• Supply of antemortem blood alcohol kits as specified in the technical requirements.
• Delivery and off-loading of the kits on an as-and-when-required basis.
• Provision of kits until 30 June 2026 or until a formal tender process is in place, whichever occurs first.
• Ensuring kits meet legal, forensic, and operational standards for blood collection in DUI enforcement.
• Provision of related documentation and compliance certificates as specified in the bid requirements.

Technical Requirements

The technical specifications for the blood alcohol kits include:

• Materials: Lightweight, tamper-evident, sealed, and environmentally controllable containers capable of secure storage and transport.
• Contents:
  • One 10ml glass, sterile, rubber-stoppered vacutainer test tube with anti-clotting agent and barcode label.
  • Two seals with unique serial numbers for re-sealing.
  • One sterile needle in a peel pouch.
  • One information leaflet.
• Seals:
  • Must be tamper-evident, with unique serial numbers and ISO standard tracking.
  • Must be able to be securely attached without risk of breakage or tampering.
• Labels:
  • Carbonized, attached to the test tube, with space for relevant details and barcode.
  • Must contain serial numbers, SAPS station, CAS number, and SAPS 13 number.
• Kit packaging must allow for multiple kits to be stored, shipped, and stored securely, with environmental control features.

Skills Requirements

The successful service provider must demonstrate:

• Experience in supplying forensic or law enforcement-related biological sampling kits.
• Capability to produce or supply kits that meet forensic, legal, and environmental standards.
• Availability of infrastructure, including owned or leased plant and equipment suitable for manufacturing or assembling the kits.
• Qualified staff, including drivers with valid licenses, and technical personnel for kit assembly and quality assurance.
• Financial capacity, evidenced by bank statements or credit facilities of at least R100,000, to support timely delivery.
• Relevant previous experience with law enforcement or forensic agencies, supported by reference letters.
• Compliance with legislative and regulatory requirements, including tax and B-BBEE status.
