Objectives

The primary objective of this tender is to manufacture, supply, deliver, install, commission, and supervise the refurbishment of modified delivery pipework and installation of spare control valves at Drakenstein Pumping Station, Western Cape. The project aims to ensure the full operational capacity of the pumping station during peak seasons by upgrading existing infrastructure, including modifications to valves and pipes, and ensuring compliance with relevant standards and specifications.

Scope

The scope of work includes:

• Manufacturing, procurement, and assembly of new and refurbished pipework, valves, flanges, gaskets, anchors, and fasteners at the contractor’s facilities.
• Modifications to existing spherical valves and hydraulic equipment, including manufacturing new hydraulic cylinders and modifications to power packs.
• Removal of existing butterfly valves and installation of DN 900 spherical valves, including associated pipework modifications (expander pipes, spool pieces, flanges, gaskets).
• Transporting equipment from Kliphoek Pumping Station to the contractor’s facilities and then to Drakenstein Pumping Station.
• On-site installation, welding, corrosion protection, testing, and commissioning of the modified pipework and valves.
• Supervision, quality control, health, safety, and environmental management during all phases of the project.

Technical Requirements

The technical requirements include:

• Adherence to the Particular Specifications DSP-1-1 and KPS-1-1, and relevant standards such as DWS 1601, DWS 2020, DWS 2510, and international standards like ASME IX.
• Manufacturing of pipework and valves to specified dimensions, standards, and quality control procedures, including pressure testing and corrosion protection in accordance with DWS 9900 (Second Edition, July 2022).
• Modification and refurbishment of existing spherical valves, including hydraulic cylinders and power packs, with proper machining and corrosion protection.
• Installation of pipework and valves on-site, ensuring proper welding, grouting, and support installation.
• Transport and handling of equipment with appropriate corrosion protection and safety measures.
• Implementation of environmental and safety protocols, including waste management, site security, and health and safety compliance.

Skills and Competency Requirements

The tenderer must demonstrate the following skills and qualifications:

• CIDB Grading of 6ME or higher, with proven experience in hydro-mechanical, pipework refurbishment, and valve modifications.
• Qualified personnel including:
• Project Manager (Pr Eng / Pr Tech Eng / Pr Techni Eng) with minimum 7 years’ experience in steel pipework larger than 600mm bore.
• Artisan – Welder with at least 6 years’ experience and valid trade test certificates.
• Construction Manager (Pr CM) with minimum 6 years’ experience in construction management.
• Construction Health and Safety Officer (SACPCMP CHSO) with at least 6 years’ relevant experience.
• Proven track record in similar projects, specifically in refurbishment or installation of large bore steel pipework and hydro-mechanical equipment in bulk water systems or pumping stations.
• Capability to manufacture, modify, and test equipment according to specified standards and quality control procedures.
• Ability to manage site operations, logistics, health and safety, environmental compliance, and quality assurance effectively.
• Demonstrated capacity to coordinate with relevant authorities, handle logistics, and ensure safety and environmental standards are maintained throughout the project.
