Objectives

The primary objective of this tender is to appoint a Travel Management Company (TMC) to provide comprehensive travel management services for Department of Agriculture (DoA) officials in the Joe Gqabi District. The goal is to ensure high levels of traveler satisfaction, cost-effective bookings, and efficient management of travel-related activities, including accommodation, flights, car hire, shuttle services, and conferences/workshops. The department aims to establish a formal agreement with a service provider that can deliver reliable, compliant, and value-added travel services over a contract period of 36 months.

Scope

The scope of work includes:

• Provision of travel management services for DoA officials within the Joe Gqabi District, covering domestic and regional travel.
• Handling of reservations, bookings, and cancellations for flights, accommodation, car rentals, and shuttle services.
• Management of after-hours and emergency travel requests.
• Invoice reconciliation, negotiation of favorable rates, and invoice consolidation.
• Implementation of technology solutions such as online booking tools and management information systems.
• Provision of value-added services including destination information, travel alerts, health warnings, and risk management.
• Regular travel reviews and reporting, including quarterly and annual assessments.
• Account management, client liaison, and service level agreement enforcement.

Technical Requirements

The technical requirements specify that the TMC must:

• Be a member of the Association of South African Travel Agents (ASATA) with proof of membership.
• Hold valid IATA accreditation and demonstrate experience in the travel management industry.
• Provide a detailed transition plan to ensure seamless service migration.
• Offer a comprehensive range of travel services, including domestic and international air travel, accommodation, car rentals, and shuttle services.
• Ensure compliance with DoA travel policies and negotiate corporate rates with service providers.
• Implement secure and accurate management information systems for reporting and data analysis.
• Provide highly skilled human resources, including account managers, consultants, and administrative staff.
• Deliver value-added services such as destination info, travel alerts, and risk management.
• Establish a dedicated account management structure with clear communication channels.
• Ensure confidentiality, data security, and compliance with relevant legislation.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing travel management services to government or similar large organizations.
• Proven ability to manage high volumes of travel transactions efficiently and accurately.
• Capability to negotiate and secure corporate rates and discounts.
• Strong technological infrastructure for online bookings, reporting, and data management.
• Qualified and experienced human resources, including travel consultants, account managers, and support staff.
• Ability to provide value-added services and conduct training/workshops for DoA staff.
• Compliance with legislative frameworks, including tax legislation, procurement policies, and confidentiality requirements.
• Capacity to handle after-hours and emergency travel requests promptly and professionally.
