Objectives

The primary objective of this tender is to construct 50 housing units in Bonxa, as part of a municipal housing development project. The aim is to deliver quality residential units within specified timelines, adhering to technical, safety, and environmental standards, while promoting local content and ensuring compliance with relevant legislation.

Scope

The scope encompasses the full construction of 50 housing units, including earthworks, foundation, walls, roofing, finishing, electrical and plumbing installations, and associated site works. It also involves site management, environmental management, health and safety compliance, and the provision of necessary documentation, guarantees, and certifications as specified in the contract documents.

Technical Requirements

• Construction of 50 housing units with detailed specifications for each component (foundations, walls, roofing, finishes, etc.)
• Compliance with the JBCC Principal Building Agreement (Edition 6.2, May 2018)
• Adherence to environmental management plans, including waste disposal, erosion control, and pollution prevention
• Implementation of Occupational Health and Safety regulations, including safety plans, risk assessments, and appointment of safety personnel
• Provision of detailed project programmes, progress monitoring, and adherence to approved schedules
• Provision of quality assurance through inspections, testing, and certification (e.g., NHBRC registration, safety certificates)
• Use of approved drawings, specifications, and adherence to environmental and safety standards
• Provision of guarantees, bonds, and insurance as specified in the contract

Skills and Experience Requirements

• Proven experience in constructing similar residential housing projects (minimum of 3 projects valued at R10 million or more)
• Qualified personnel including project managers, site supervisors, quantity surveyors, and safety officers with relevant qualifications and experience
• Ownership or leasing of essential construction plant and equipment (e.g., TLB, tipper trucks, batching plants, scaffolding, formwork)
• Financial capacity demonstrated through recent financial statements, working capital proof, and bank ratings
• Compliance with NHBRC registration and good standing
• Demonstrated understanding of environmental management, health and safety regulations, and quality assurance processes
• Ability to develop and implement project-specific methodologies, programmes, and safety plans
• Knowledge of local procurement policies and preferential point systems (e.g., B-BBEE, local content)
