Objectives

The primary objective of this tender is to select capable and reputable service providers to deliver various maintenance services for the Coega Development Corporation (CDC). These services include reactive and preventative maintenance for sewer pump stations, electrical reticulations (low and medium voltage), civil and roads works, structural engineering, and other related infrastructure activities. The aim is to establish a 60-month service level agreement to ensure ongoing, high-quality maintenance, compliance with safety and legislative standards, and to support CDC’s socio-economic development goals through efficient infrastructure management.

Scope

The scope of work encompasses:

• Preventative Planned Maintenance: Regular inspections, checks (e.g., pressure gauges, belts, valves, pumps), cleaning, lubrication, and operational testing of sewer pump stations, electrical reticulations, structural components, and civil infrastructure.
• Corrective Maintenance: Responding to call-outs for repairs, remedial actions, replacements, and investigations on sewer pump stations, electrical reticulations (low and medium voltage), and civil structures.
• Structural Engineering Services: Data verification, assessments, calculations, report generation, and final design submissions related to structural components and fire engineering activities.
• Roads & Civil Works: Repairs, renovations, crack investigations, water seepage remedial actions, and general civil infrastructure maintenance.

The services are to be delivered across various CDC-managed sites, with specific requirements based on CIDB grading classifications and project complexity.

Technical Requirements

• CIDB Contractor Grading: Minimum grades as specified per service (e.g., 4ME or higher for sewer pump stations, 4EB or higher for electrical reticulations, 2CE or higher for roads and civils, etc.).
• Legislative Compliance: Adherence to relevant legislation including PFMA, Construction Industry Development Board Act, Occupational Health and Safety Act, B-BBEE Act, and others.
• Service Level Agreement (SLA): A 60-month SLA to monitor performance, response times, and legal provisions.
• Experience & Capacity: Proven track record in similar infrastructure maintenance projects, with demonstrated capacity to carry out specified scope effectively.
• Environmental & Safety Standards: Development of Occupational Health, Safety, and Environmental Management Systems in line with CDC norms and standards.
• Reporting & Professional Advice: Ability to produce technical reports, assessments, and provide professional guidance on infrastructure activities.

Skills Requirements

• Technical Expertise: Skilled personnel with relevant trade certificates, academic qualifications, and experience in electrical, civil, structural, and mechanical maintenance.
• Project Management: Ability to plan, coordinate, and execute maintenance activities within specified response times and quality standards.
• Legislative & Safety Knowledge: Familiarity with South African legislation related to occupational health and safety, environmental management, and construction standards.
• Reporting & Documentation: Competence in preparing technical reports, maintenance schedules, and compliance documentation.
• Capacity for Innovation & Continuous Improvement: Ability to adapt and improve maintenance practices in line with CDC’s culture of innovation.
• Experience with CIDB & B-BBEE Compliance: Demonstrated understanding of CIDB grading requirements and B-BBEE verification processes.
