Objectives

The primary objective of this tender is to secure the rental of sites for illuminated street advertising signs, granting the successful bidder the exclusive right to supply, erect, maintain, and operate advertising signs on designated panels within Dawid Kruiper Municipality for a period of two years.

Scope

The scope encompasses the provision of illuminated street advertising signs on panels at specified locations as agreed upon with the municipality. The contract includes responsibilities such as installation, maintenance, operation, and compliance with municipal regulations. The signs must adhere to specified design, size, illumination, and safety standards, and the bidder must manage all electrical and structural aspects related to the signage.

Technical Requirements

• Signs must be illuminated and meet municipality-approved design, colour, wording, size, and aesthetic standards.
• The advertising panels shall not exceed dimensions of 1m x 1.6m, with street name indicators approximately 1m x 0.3m placed beneath the advertising panel.
• The total height of each sign unit must not exceed 5 meters, with a minimum ground clearance of 2.4 meters.
• Sign poles must be constructed of corrosion-proof material, with a steel pole not exceeding 3.23 meters in height, fitted with a baseplate and electrical inspection chamber.
• Electrical components must bear SANS approval, and signs must be connected via a registered electrical contractor.
• Electrical charges and maintenance are the responsibility of the bidder, including the installation of suppressors and circuit breakers to prevent interference.
• Signs must be positioned on road ridges as indicated by the municipality, with prior approval required before erection.
• Signs must be insured against damage or loss, and the bidder must indemnify the municipality against claims arising from their use.
• Signage must be removable within 30 days' notice, and the bidder must undertake to remove or repair signs as required by the municipality.
• Solar power options are acceptable as an alternative to municipal power, provided specifications are met.

Skills and Capabilities Requirements

• Ability to undertake installation, maintenance, and operational management of illuminated street signs.
• Expertise in electrical connections, including engaging registered electrical contractors and ensuring compliance with safety standards.
• Capability to provide public liability insurance and manage risk mitigation measures.
• Experience in managing signage positioning, compliance with municipal approval processes, and site-specific planning.
• Proven capacity to undertake repairs, removals, and reinstatements of signage within stipulated timeframes.
• Knowledge of municipal by-laws related to advertising signs and electrical safety standards.
• Financial capacity to handle rental payments, maintenance costs, and insurance obligations.
