Objectives

The primary objective of this tender is to source a service provider capable of delivering comprehensive employee transportation services for Transnet SOC LTD, operating as Transnet Port Terminals (TPT), at the East London Multi-Purpose Terminal. The goal is to ensure safe, reliable, and efficient transportation of staff across various routes and shifts, with an emphasis on safety, legal compliance, and operational excellence. Additionally, Transnet aims to improve current transportation processes through partnership, leveraging economies of scale, technological advancements, and innovative service delivery.

Scope

The scope includes:

• Provision of transportation services for employees working 24/7 shifts, from their residential addresses to the terminal and vice versa.
• Coverage of specific routes within the Buffalo City Municipality, including routes to and from designated terminals such as East Bank, West Bank, and Cambridge sheds.
• Management of employee pick-up and drop-off times aligned with shift patterns, ensuring collection at least 1.5 hours before shift start and drop-off within 20 minutes after shift end.
• Provision of additional vehicles as required, with specified seating capacities.
• Adherence to safety, legal, and operational standards, including vehicle maintenance, driver competence, and route management.

Technical Requirements

The technical specifications include:

• Vehicles must be roadworthy, reliable, and not older than 4 years, with no aftermarket conversions.
• All vehicles must have valid licenses, roadworthy certificates, registrations, permits, and comply with Department of Labour safety standards.
• Drivers must hold valid Professional Driver’s Permits (PrDP), valid driver’s licenses, and be under 63 years of age.
• Drivers must have clean criminal records, be sober, medically fit, and possess police clearance and medical certificates.
• Insurance coverage must include Passenger Liability Insurance of at least R1,000,000 per occurrence, along with other liability insurances.
• Vehicles should be clearly marked with maximum capacity and maintained regularly, with weekly inspections and ad hoc safety checks.
• Service provider must have a functional business location within 50 km of East London Multi-Purpose Terminal.

Skills Requirements

The tender specifies the following skills and competencies:

• Competent drivers with valid PrDPs, licenses, and clean criminal records.
• Drivers must be sober, medically fit, and capable of operating vehicles safely and legally.
• Drivers and staff must adhere to safety protocols, wear PPE, and follow TPT’s security and emergency procedures.
• Service provider personnel should be able to communicate effectively, respond promptly to emergencies (within 2 hours), and maintain safety and service standards.
• Operational staff must be capable of managing route allocations, maintaining records, and liaising with TPT officials.
