Objectives

The primary objective of this tender is to establish a panel of recruitment advertising service providers to support the CCMA over a period of three (3) years. The appointed panel will provide recruitment advertising services on suitable media platforms, facilitating efficient and cost-effective recruitment of professionals, senior, and executive-level vacancies. The services aim to streamline procurement, contracting, and management processes for recruitment advertising, ensuring timely identification of suitable candidates to fulfill the CCMA's mandate of dispute prevention and resolution services across South Africa.

Scope

The scope includes the appointment of preferred service providers to deliver recruitment advertising services on an "as and when required" basis for a three-year period, starting from 01 April 2026 to 31 March 2029. The services encompass advising on media selection, designing and layout of advertisements, placement arrangements, media research, cost-effectiveness analysis, and negotiations for discounts or benefits. The panel will support the CCMA in recruiting for various vacancies, including those at professional, senior, and executive levels, across different media platforms and geographical locations as needed.

Technical Requirements

• Provision of expert advice and support on advertising activities.
• Assistance in selecting appropriate media platforms for recruitment advertising.
• Design and layout of advertisements, including editing and proofreading.
• Arrangement and placement of advertisements on selected media platforms.
• Conducting media research and providing recommendations for cost-effective and effective advertising platforms.
• Negotiation with media outlets for discounts and additional benefits.
• Experience in recruitment advertising, demonstrated through contactable references.
• Submission of a comprehensive project methodology and implementation plan, including milestones, responsibilities, and timelines.

Skills Requirements

• Extensive experience in recruitment advertising, supported by at least six (6) contactable references from the past five (5) years.
• Proven ability to advise on media selection, design, and placement of advertisements.
• Capability to conduct media research and cost analysis to optimize advertising reach and efficiency.
• Strong negotiation skills for securing discounts and benefits from media platforms.
• Ability to develop and implement detailed project rollout plans with clear milestones and responsibilities.
• Knowledge of the South African media landscape and relevant advertising channels.
• Compliance with all technical and functional specifications as outlined in the tender documentation.
