Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive cleaning services at Kwelera National Botanical Garden (NBG) in East London, Eastern Cape, for a period of five years. The goal is to ensure the maintenance of cleanliness, hygiene, and safety standards across various facilities within the garden, including offices, visitor centers, staff facilities, and other designated areas.

Scope

The scope of work includes:

• Provision of cleaning services for the old garden office, staff facilities, guard house, visitor’s center, garage, and designated areas.
• Regular cleaning and maintenance of floors, glass surfaces, furniture, and equipment.
• Specialized cleaning tasks such as steam cleaning of carpets and upholstery, high-level window cleaning, and bathroom maintenance.
• Stock management and control of cleaning supplies and consumables.
• Ad hoc cleaning services for special functions or additional days as required.
• Supervision and management of cleaning staff, ensuring compliance with health and safety regulations.

Technical Requirements

The technical requirements for the tender include:

• Provision of a site manager and cleaning staff with relevant experience, qualifications, and certifications, including CVs and proof of qualifications.
• Compliance with Occupational Health and Safety Act (OHASA) and other relevant legislation.
• Provision of a detailed work plan with milestones, hygiene standards, and disinfection procedures.
• Availability of cleaning equipment and chemicals, with SANBI providing necessary cleaning chemicals and equipment.
• Implementation of a training and skills development plan for staff.
• Submission of a financial capacity assessment, including bank ratings and liquidity status.
• Adherence to the specified pricing schedule, with fixed rates for the contract duration.
• Participation in a compulsory site visit scheduled for 25 March 2026.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning and hygiene services, supported by relevant reference projects (minimum of four projects with details of scope, value, and duration).
• Qualified personnel with relevant skills, including a site manager with at least five years of experience and supervisory staff with a minimum of two years of relevant experience.
• Certifications and qualifications in cleaning, hygiene, and health and safety standards.
• Ability to supervise and control cleaning operations effectively, ensuring compliance with SANBI’s standards and legislation.
• Financial stability and capacity to sustain the contract over five years, supported by bank ratings and financial statements.
• Commitment to continuous training and development of staff.
