Objectives

The primary objective of this tender is to appoint a qualified contractor to perform scheduled maintenance, repairs, and ensure the proper functioning of refrigeration equipment and heat pumps across specified health facilities in the Buffalo City Metro and Amathole Districts over a period of 36 months. The aim is to maintain equipment in optimal condition, prevent breakdowns, and ensure safety and compliance with relevant health and safety legislation.

Scope

The scope encompasses comprehensive maintenance, repair, and operational support for various refrigeration and heat pump assets at multiple health facilities, including hospitals, clinics, mortuaries, and forensic labs. Specific facilities include Bhisho Hospital, Grey Hospital, Frere Hospital, Madwaleni Hospital, and others listed in the specification. The work involves:

• Routine preventative maintenance
• Corrective and breakdown repairs
• Functional condition assessments
• Provision of operating and maintenance manuals
• Spare parts management
• Inspection and statutory compliance testing
• Installation of safety and monitoring systems

Technical Requirements

The technical scope includes:

• Maintenance of refrigeration units, heat pumps, cold rooms, and associated equipment as per manufacturer specifications and SANS standards.
• Development and implementation of site-specific health and safety plans aligned with the Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations (2014).
• Functional condition assessments, including asset inventory verification, testing, and reporting.
• Preparation of detailed repair schedules, risk assessments, and method statements for all maintenance activities.
• Provision of operating and maintenance manuals, training, and documentation for facility staff.
• Adherence to response times for breakdowns categorized as P1 to P4, with specified maximum downtimes.
• Implementation of safety protocols, hazard management, and emergency procedures.

Skills and Competency Requirements

The tender specifies that only suitably qualified and experienced personnel are eligible, including:

• Contract Manager: Minimum five (5) years of experience in refrigeration and heat pump installation and maintenance, with relevant CIDB grading (Class ME, Grade 6 PE or higher). Must be capable of single-point accountability.
• Contract Supervisor: At least five (5) years of relevant industry experience, with a minimum of one (1) year post-qualification experience in refrigeration and heat pump maintenance.
• OHS Safety Officer: Certified with relevant NQF level 5 or equivalent, with experience in occupational health and safety management, including hazard identification and risk assessments.
• Skilled Installation and Maintenance Staff: Certified artisans with trade testing in refrigeration, gas, or electrical work, including SAQCC certification and B-grade gas handling skills.
• Support Personnel: Trained and competent staff for asset management, documentation, and safety monitoring.

Additional skills include proficiency in risk assessments, method statement development, statutory compliance testing, and emergency response planning. All personnel must demonstrate relevant qualifications, experience, and competency certificates, which must be current and verifiable.
